2016

Wilson's campaign website listed the following themes for 2016:

Jobs
Rosemary is a pro-business leader who knows that small businesses are the engine of job creation. That’s why she led the effort to eliminate BPOL business taxes on new companies in their first two years in existence. That attracts companies to hire in Virginia Beach and attracts business capital investment to create even more jobs. She has defended our right-to-work status and successfully implemented practices at the city level to make sure city contractors use fair and legal hiring practices. As VML Chairman of the Federal Advocacy Council, she can advocate for lower business taxes and for the end of job-killing regulations and mandates.

Education
As a former Virginia Beach teacher, Rosemary Wilson believes that education is a hallmark of a thriving community. In 1996, voters elected Rosemary to the Virginia Beach School Board, where her colleagues elected her Vice-Chairman in 1998. She brought that passion for education to City Council in 2000 and has steadfastly supported education and its funding as a Council member.

Rosemary understands that educational excellence requires responsible policies, stable funding and recruitment of excellent educators. Rosemary has always fought for schools and teachers to make sure our children get the best education to prepare them for tomorrow’s jobs.

Public Safety
Rosemary Wilson is proud of our Police, Fire and Rescue professionals and volunteers who all help make Virginia Beach among the safest large cities in the nation. Without safe neighborhoods, little else matters. Soon jobs vacate and schools deteriorate.

Today, public safety is more important than ever. Rosemary Wilson has been a consistent voice to support those who protect us and keep us safe.

Rosemary considers our safety as Priority One. She works to attract and retain the best public safety professionals. Through her work, those who protect us are better trained, better paid and better equipped than ever before. [5]
