Roy Payne is a federal magistrate judge on the United States District Court for the Eastern District of Texas. He took office on December 28, 2011, after his appointment to replace Chad Everingham. His current term expires on December 27, 2027.[1][2]
Biography
Payne earned his bachelor's degree from the University of Virginia. He also holds a J.D. from Louisiana State University and master's degree in law from Harvard Law School. Payne was a judicial law clerk for U.S. District Court Judge Tom Stagg of the United States District Court for the Western District of Louisiana from 1977 to 1979. Payne was a federal magistrate judge for the same court within the United States Court of Appeals for the 5th Circuit from 1987 to 2005. He was a partner at Gregorio, Gregory & Payne from 2005 until his 2011 appointment.[1][2][3]
