Biography

Rudy Recile was born in Hamilton, Ontario, Canada. Recile served in the U.S. Army from 1988 to 2014. He earned a bachelor's degree from Eastern Illinois University in 1995 and a graduate degree from National Graduate School in 2005.[1]

Recile's career experience includes owning a business and working as a project manager, product manager, and data manager. He has been affiliated with the Howe Military Alumni Association, Veterans of Foreign Wars Post 2333 Fairfield Suisun, the National Rifle Association, the California Rifle Pistol Association, the Solano County Republican Central Committee, the Solano County California Republican Assembly, the Yolo County Republican Central Committee, and the California GOP.[1]

Hello, fellow Americans! I’m a proud Retired US Army Major, former US Department of Agriculture employee and owner of a small web design company. My family made Solano County, California our home for 18 years. My platform issues include energy independence, supporting the Bill of Rights, tax dollars accountability, public safety, supporting veterans, California’s water issues and quality education. I support successful public schools, protecting our children, woman's rights and I believe in equality of opportunity for everyone. I'm President of a children’s education non-profit organization, and treasurer for a Veterans of Foreign Wars Post. I volunteer with community organizations at voter registration drives and other events. I was a logistics officer at the Pentagon in Washington DC. Yes two years is enough for a representative because it forces the representative to keep in touch with the people so as to represent them at the national level.
Term limits are already set in the Constitution. Two years for Representatives and Six years for Senators. It is up to the people to vote as to who they believe in and vote accordingly. I believe in Age limits. Age is ok but there is a limit in which person should serve the people. We must respect our elders and allow them to enjoy their lives after working so hard in life. What I believe is if a person earned the votes of the people they should be allowed to continue to serve as many terms possible. If a person has served 20+ years and lives to the age of 70 years old they should be allowed to finish their last term then retire. If they are under 70 years of age and are elected to office then I say limit representatives to three terms and senators two terms. Just like the President of the United States must meet a minimum age of 35. I believe a legislator should not be allowed to run for office if they are 70+ years of age.

The US Government brings in enough Tax Revenue to support the US Government and the US Government must be shrunk because it is way too big. The problem the US Government has with transparency is it doesn't want to let the people know where the money has gone. The government appropriates the money but doesn't track how and where the money is spent once it reaches the agency, offices or companies the money is sent. The people would be upset if they knew how and where the money was spent. We the people must know where the money is sent and how it was spent.

Issues
Where do I stand? All my life I’ve been a conservative. I’m willing to take risks so long as I can see the potential outcomes. I realize there are unknowable results or unintended consequences. You have to take risks one at a time and manage them the best you can.

Environment – Water
The Central Valley is in a drought. This is dangerous as water is needed by all living things people, animals and plants. During severe drought, water restrictions are activated to save what water is needed to live. This makes it difficult to fight wild fires and enable the agricultural community to farm. California generates more than 150 agricultural products for the nation. Without California’s ability to grow, produce and husband livestock, California’s economy and peoples’ lives will be severely hampered. Farmers will not be able to plant as many crops as normal and livestock will suffer.

The 2012 – 2016 Drought resulted in losses of $247 in crop revenue and 1,815 farm seasonal jobs. Water levels in Lake Oroville, as of 30 July 2021, is 25% of capacity and 247 feet below 2019 water levels. Water levels this low will cause the power plant to shut down due to the lack of water flow. Folsom Lake is 87 feet below June 2019 water levels. Other Lakes around Northern California are in similar shape. Water levels from all Northern California reservoirs affect all counties.

Support for Veterans
Did you know all US Servicemembers (ie) Veterans alive make up 7% of all USA Citizens? The oldest of our Veterans are WWII vets.

Did you know only 1% of the US Population currently serve in the US Armed Forces? Less than 1% protect USA Citizen’s freedom to live freely in the USA.

Many Veterans have difficulties receiving the benefits due to them. There are bureaucratic processes, overworked workers, not enough case workers and politicians who say they care about our veterans but only act when the spotlight is on them.

There are two bills in congress HR 333 and S-1147. As of 18 Aug 2021 HR 333 is supported by 13 out of 438 representatives and it referred to the Subcommittee on Disability Assistance and Memorial Affairs. Senate Bill S-1147 is supported by 26 out of 100 Senators and was sent to the Senate Armed Services Committee for review.

These bills are languishing in Congress for years and the politicians are taking forever to do what is right.

When you see a Veteran please thank them for protecting our FREEDOMS!!!

Bill of Rights
The Bill of Rights is so important to us now more than ever!!! The Left chops away at our our civil liberties little by little constantly. The Left tries to normalize silencing free speech, limit the ability to practice your religion, limit US citizens’ ability to purchase firearms and have selective due process when certain people are arrested. For example, at one point the Left says not to wear masks and “Follow the Science.” A week later now we need to wear them. Click on the picture below and watch a video of Fauci going back and forth on mask wearing.

They Constitution does not give us our rights. However the Declaration of Independence and The Constitution guarantee our rights. The Declaration of Independence states: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.”

We need to stand up for our rights and participate in our local city meetings, board of education meetings, etc. We need to contact our state representatives and senators and let them know how we feel. We need to let them know if they don’t start paying attention we will find someone who does.

If you’re not registered to vote then go and register. If your friends are not registered, encourage them to register. Make your vote count!!!

Education and School Choice
Teachers unions and School Boards are killing our education system. Curriculums designed by these organizations are dulling our children, emasculating our sons and eliminating females all together. We no longer have mothers but “Birthing Persons.” Biological males are being allowed to participate in girls sports. Many schools are teaching Critical “Racism” Theory to our children. Schools should not be teaching “The color of a person is more important than the content of a person.” Instead, what is important is the content of a person’s CHARACTER OR SPIRIT, NOT the color of a person’s skin.

As taxpayers we are pouring money into public schools and allowing the schools to teach anti-USA sentiment. Some parents are fighting back to prevent this. You should too!!! Learn what is being taught to your children, participate in parent-teacher organizations and attend local school board meetings.

Money should follow the child not the child following the money. Parents should have a choice where their children are taught. Tax credits for school education should be allowed nationwide. The first question about children’s education shouldn’t be how much is it going to cost, but why aren’t we spending more. If the money was allowed to follow the child, public schools would start to change.

Energy Independence
In 2019 and 2020 the United States was energy independent for the first time. The USA was producing so much energy we were selling it to other countries. The Left vilifies the use of carbon fuels, and as a result power plants are being shut down. Southern California shut down a coal fired plant and now there are rolling brownouts in Southern California because the current systems for providing energy are not able to handle the load. We live in constant fear of the grids failing and deadly wild fires. We are being forced to live with rolling brownouts to ensure our power doesn’t shut off, and we are forced to make some life or death decisions. Rolling brownouts are commonplace to prevent electrical equipment failure that can cause a wildfire when the equipment is destroyed by high winds. So what is the solution?

The Left refuses to look at the cleanest and safest form of energy: nuclear energy!!! If nuclear energy is so dangerous, why would the US Military power their largest aircraft carriers with nuclear power plants? When a disaster hits a country that needs assistance, why does the US send an aircraft carrier? Besides the capability of providing medical attention, an aircraft carrier’s nuclear plant can power a small city.

France seems to have a good handle on nuclear energy and 75% of the country receives energy from nuclear plants. If France can do this why can’t the US? Green power only works when the sun is shining or wind is blowing. When the wind stops and the sun doesn’t shine, there’s no energy. Look what happened in Texas in February 2021 during a blizzard. One reason why Texas lost power was because the system relied on green energy to provide 35% of the energy for the grid. When the green energy failed the system was overloaded due to a loss of 35% of green energy.

Accountability in Government Spending
Government spending is out of control. Democrats in Washington want to print money as a way out of our current situation. What they are creating is a pathway for hyperinflation. What happens when you have too much money chasing too little goods? Inflation! Why should I sell one person a loaf of bread for $3.00 when the next person is willing to pay $5.00? Think of any auction.

The Federal Government is really good at determining what to buy, determining how much to spend and distributing taxpayer funds for spending. What they do not do well is following the money as it is spent and reconciling the spending with the annual budget.

Congress needs to get control of its spending and be better stewards of the people’s money. There is plenty of money to run the government. The big question is where is the money going when the government spends it. This is a big task and I am hoping to garner enough support to get some real fiscal responsibility for the people.

Politics
People need to be concerned about election integrity, growing our voter base, policy and local politics.

If we are going to change California it starts with a united people, Republicans working with Democrats, and going on the offense to restore our state and country with new blood and fresh ideas.

Election integrity: We need to ensure election integrity so that there is transparency throughout the entire voting process. We need to be able to verify everything from voting machines, to mail-in voting, to potential ballot harvesting. AND we need to make sure NO company, entity or person has a monopoly on our voting process, and I will be pushing for change.

Growing voter base: Many California voters have lost confidence in the election process. Voter numbers have been going down for years and we have lost the will to fight back against an overreaching government!

Policy: As a grassroots candidate, I will work with like-minded people to help secure our future so we can move forward in unity and change the direction of our country. I will help make sure we return to doing politics the right way and ensure the blessings of life and liberty!

Local politics: All politics begin locally. If we are going to make a change in California, we need to get involved. We can no longer afford to stand by the sidelines and let the political machine bulldoze us. When you elect me, your next congressman, I will gain the resources for our state and district needs. We need to be ready to implement those resources. The question is who will implement them? Are they Democrats, Republicans or just good Americans working for the betterment of everyone? I look up to Jesus. Son of God who took away the sins of the world. He endured greatly for mankind and can only do my best to live the best life he gave me. I look up to my mother who was very influential in my upbringing. Giving me the work ethic I have and sense of duty to others and myself. I look up to several mentors in my life. My good friend's mother who asked me "What are you going to contribute to Society and how will you be a productive member of Society?" These words always stuck with me and I've always tried to live up to being a productive member of society and be an example for others. One of my supervisors in the military, God rest her soul. She believed in me when it seemed like no one else cared. She guided me through two duty stations and ensured I was mentally prepared to take on the challenges of serving at the highest levels of the military. I look up to my brothers and sisters who work tirelessly to be successful in this world and to make it a better place for others. I look up to my wife and her compassion with her patients, how she cares for co-workers, students and organizations. She has a huge heart and looks out for the betterment of others.
No one book, film or essay can encompass my political philosophy as there are many things which influence my philosophy. What I do hold near and dear to my heart is the Declaration of Independence and the Constitution of the USA. I believe in what the framers believed our nation could be. These documents are durable and are holding our country together. With these two documents the USA could exist anywhere on this planet or the universe.

The US House of Representatives is unique in the fact it is representative of the population of the people. The population is what determines the district and as a result the representative should represent the people to practice Democracy on behalf of the people in Washington DC.

Term limits are good. I would base them on age. There is a limit as to how long someone should be working to represent the people. If the maximum amount you can receive from Social Security is at the age 70 then you should no longer be working for the Federal Government. Term limits can do just as much harm as they can good. If you have a good representative or senator and the people elect the person then they should hold office. The people get what they vote in. At the same time campaign finance rules should change. Candidates should only be able to raise funds from their representative citizenry not from people whom they are not able to represent. The limit on how much an individual is able to donate should not be capped. All monies should be collected from individuals. No monies from special interest groups.
Being in a deep blue district, what I hear most from the constituents in my District is why bother voting the Democrats are going to win anyway. I don't even pay attention any more because my representative doesn't care about me or what's happening in our district. Many constituents don't even know who is their representative in congress or the state legislature. I want to work to correct this view of the representative for our district.
An old man sees a frog and it says "Kiss me and I'll turn into a beautiful princess." The old man picks up the frog and puts it in his pocket. The frog asked "Aren't you going to kiss me?" The old man says "I'm 85 years old, I'd rather have a talking frog."
There will always be compromise in policymaking. If our representatives and senators do not keep the Constitution of the United States as their guide and keep in mind Article 1 Section 8 as what Government should strive for they do not deserve to hold office. Our Government is too big and needs to shrink in size. There will be compromise to ensure people are adequately represented. Our Government is in place to ensure citizen rights are not infringed not to dictate to the people. Legislators are servants of the people. People are not subjects for the Government.
I would work to reduce taxes across the board. Government can not provide services without appropriate revenue. A Fair Tax or Flat Tax would be far better and less complicated than what we have now. The more money in the hands of the people means more opportunities for all. A reinvestment into all levels of businesses small to large.

Environment – Water

The Central Valley is in a drought. This is dangerous as water is needed by all living things people, animals and plants. During severe drought, water restrictions are activated to save what water is needed to live. This makes it difficult to fight wild fires and enable the agricultural community to farm. California generates more than 150 agricultural products for the nation. Without California’s ability to grow, produce and husband livestock, California’s economy and peoples’ lives will be severely hampered. Farmers will not be able to plant as many crops as normal and livestock will suffer.

The 2012 – 2016 Drought resulted in losses of $247 in crop revenue and 1,815 farm seasonal jobs. Water levels in Lake Oroville, as of 30 July 2021, is 25% of capacity and 247 feet below 2019 water levels. Water levels this low will cause the power plant to shut down due to the lack of water flow. Folsom Lake is 87 feet below June 2019 water levels. Other Lakes around Northern California are in similar shape. Water levels from all Northern California reservoirs affect all counties.


Support for Veterans

Did you know all US Servicemembers (ie) Veterans alive make up 7% of all USA Citizens? The oldest of our Veterans are WWII vets.

Did you know only 1% of the US Population currently serve in the US Armed Forces? Less than 1% protect USA Citizen’s freedom to live freely in the USA.

Many Veterans have difficulties receiving the benefits due to them. There are bureaucratic processes, overworked workers, not enough case workers and politicians who say they care about our veterans but only act when the spotlight is on them.

There are two bills in congress HR 333 and S-1147. As of 18 Aug 2021 HR 333 is supported by 13 out of 438 representatives and it referred to the Subcommittee on Disability Assistance and Memorial Affairs. Senate Bill S-1147 is supported by 26 out of 100 Senators and was sent to the Senate Armed Services Committee for review.

These bills are languishing in Congress for years and the politicians are taking forever to do what is right.

Bill of Rights

The Bill of Rights is so important to us now more than ever!!! The Left chops away at our our civil liberties little by little constantly. The Left tries to normalize silencing free speech, limit the ability to practice your religion, limit US citizens’ ability to purchase firearms and have selective due process when certain people are arrested. For example, at one point the Left says not to wear masks and “Follow the Science.” A week later now we need to wear them. They Constitution does not give us our rights. However the Declaration of Independence and The Constitution guarantee our rights. The Declaration of Independence states: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.”

We need to stand up for our rights and participate in our local city meetings, board of education meetings, etc. We need to contact our state representatives and senators and let them know how we feel. We need to let them know if they don’t start paying attention we will find someone who does.

If you’re not registered to vote then go and register. If your friends are not registered, encourage them to register. Make your vote count!!!


Fight the Mandates

Mandates are horrible. People are free to make their own decisions. Parents make decisions for their children regarding medical procedures not schools. The documents below may help in the fight to protect children in our communities.

March 2022

I appear again with Vacaville Unified School District on 3/10/2022. This time I give them a series of rhetorical questions. I know my appearance is not a negotiation for a resolution. The school board is giving us time to state our grievances. From time to time they may take notice but it is my opinion more times than not they do not pay any mind to what is said. Speaking up in front of school boards gets it on the record they are informed of the complaints which could be important much later.

Make school boards responsible for forcing children to take the vaccine. This document informs school boards if they force some one to be vaccinated they are responsible for all complications following the vaccination.


Education and School Choice

Teachers unions and School Boards are killing our education system. Curriculums designed by these organizations are dulling our children, emasculating our sons and eliminating females all together. We no longer have mothers but “Birthing Persons.” Biological males are being allowed to participate in girls sports. Many schools are teaching Critical “Racism” Theory to our children. Schools should not be teaching “The color of a person is more important than the content of a person.” Instead, what is important is the content of a person’s CHARACTER OR SPIRIT, NOT the color of a person’s skin.

As taxpayers we are pouring money into public schools and allowing the schools to teach anti-USA sentiment. Some parents are fighting back to prevent this. You should too!!! Learn what is being taught to your children, participate in parent-teacher organizations and attend local school board meetings.

Money should follow the child not the child following the money. Parents should have a choice where their children are taught. Tax credits for school education should be allowed nationwide. The first question about children’s education shouldn’t be how much is it going to cost, but why aren’t we spending more. If the money was allowed to follow the child, public schools would start to change.

Energy Independence

In 2019 and 2020 the United States was energy independent for the first time. The USA was producing so much energy we were selling it to other countries. The Left vilifies the use of carbon fuels, and as a result power plants are being shut down. Southern California shut down a coal fired plant and now there are rolling brownouts in Southern California because the current systems for providing energy are not able to handle the load. We live in constant fear of the grids failing and deadly wild fires. We are being forced to live with rolling brownouts to ensure our power doesn’t shut off, and we are forced to make some life or death decisions. Rolling brownouts are commonplace to prevent electrical equipment failure that can cause a wildfire when the equipment is destroyed by high winds. So what is the solution?

The Left refuses to look at the cleanest and safest form of energy: nuclear energy!!! If nuclear energy is so dangerous, why would the US Military power their largest aircraft carriers with nuclear power plants? When a disaster hits a country that needs assistance, why does the US send an aircraft carrier? Besides the capability of providing medical attention, an aircraft carrier’s nuclear plant can power a small city.

France seems to have a good handle on nuclear energy and 75% of the country receives energy from nuclear plants. If France can do this why can’t the US? Green power only works when the sun is shining or wind is blowing. When the wind stops and the sun doesn’t shine, there’s no energy. Look what happened in Texas in February 2021 during a blizzard. One reason why Texas lost power was because the system relied on green energy to provide 35% of the energy for the grid. When the green energy failed the system was overloaded due to a loss of 35% of green energy.


Accountability in Government Spending

Government spending is out of control. Democrats in Washington want to print money as a way out of our current situation. What they are creating is a pathway for hyperinflation. What happens when you have too much money chasing too little goods? Inflation! Why should I sell one person a loaf of bread for $3.00 when the next person is willing to pay $5.00? Think of any auction.

The Federal Government is really good at determining what to buy, determining how much to spend and distributing taxpayer funds for spending. What they do not do well is following the money as it is spent and reconciling the spending with the annual budget.

Congress needs to get control of its spending and be better stewards of the people’s money. There is plenty of money to run the government. The big question is where is the money going when the government spends it. This is a big task and I am hoping to garner enough support to get some real fiscal responsibility for the people.


Politics

People need to be concerned about election integrity, growing our voter base, policy and local politics.

If we are going to change California it starts with a united people, Republicans working with Democrats, and going on the offense to restore our state and country with new blood and fresh ideas.

Election integrity: We need to ensure election integrity so that there is transparency throughout the entire voting process. We need to be able to verify everything from voting machines, to mail-in voting, to potential ballot harvesting. AND we need to make sure NO company, entity or person has a monopoly on our voting process, and I will be pushing for change.

Growing voter base: Many California voters have lost confidence in the election process. Voter numbers have been going down for years and we have lost the will to fight back against an overreaching government!

Policy: As a grassroots candidate, I will work with like-minded people to help secure our future so we can move forward in unity and change the direction of our country. I will help make sure we return to doing politics the right way and ensure the blessings of life and liberty!

Local politics: All politics begin locally. If we are going to make a change in California, we need to get involved. We can no longer afford to stand by the sidelines and let the political machine bulldoze us. When you elect me, your next congressman, I will gain the resources for our state and district needs. We need to be ready to implement those resources. The question is who will implement them? Are they Democrats, Republicans or just good Americans working for the betterment of everyone? The answer is the people who you elect.[2]
