Rule 31 of the 2012 Rules of the Republican Party is entitled Length of Debate.
Rule 31
Length of Debate
No delegate shall speak more than once or longer than five (5) minutes upon the same question, unless by leave of the convention, except in the presentation of the name of a candidate for nomination for President of the United States or Vice President of the United States.[1] |
