Biography

Russ Harper was born in Washington, Georgia. He served in the United States Army from 1995 to 2008. He earned a bachelor's degree from Regent University in 2014 and a master's degree from Regent University in 2016. His career experience includes being the owner of CRH Colorscapes LLC., a painting and drywall company.[1]

I am a small business owner, local pastor and father of five. I am running because I have seen first hand the effects that failed leadership and failed policies have had on the people of Virginia. I am running to bring common sense back to the commonwealth of Virginia. We need true leadership and real change in the state legislature. The current leadership has only furthered the divide here in Virginia and left all of us less unified, less safe and less prosperous.
  • Our children should be continually educated and not indoctrinated. We need to be teaching our children how to think not what to think. We need to enact real school choice legislation and allow parents true parental choice when it comes to opting out of classes that they deem harmful for their children and being able to have the resources to choose the school that is right for their child.No to mandatory vaccinations and masks and no to forcing transgender policies on our children.
  • I desire to see our economy fully opened where our small businesses can truly thrive. We do this by removing the needless and burdensome taxes and regulations that have been placed upon us. As another round of lockdowns loom here in Virginia it is important for us to not let that happen. Businesses won't survive another lockdown and we can be safe and open at the same time.
  • I believe that we should remain safe. It is clear that the defund police movement and the reforms that are being put in place are causing our Law Enforcement Officers to leave the force in droves. Legislation that has been put forth is anti police and laws like removing qualified immunity would devastate our police force making all of us less safe. Weed out the bad yes but we cannot throw out the baby with the proverbial bath water. Our Law Enforcement officer need to be fully funded, fully supported and fully protected under that law.

I am a follower of Jesus Christ but after Jesus I look up to my wife. She is an immigrant who came to this country and worked for everything she has. She is now an American citizen, retired Army, mother of five and local pastor. She is loved by many and has a heart of gold. She makes me want to be a better man and person in general. She never meets a stranger and would give you the shirt off of her back. She is such a loving, caring and giving person and one that I look up to. I often say I want to be like her when I grow up. She is a great role model for my daughters and for others that follow her.
To be responsible to your constituents. We work for the people of our district.
That I made a difference for my district and my state. That I was able to get legislation passed that benefited all Virginians for generations to come.
My first historical event that I remember was in 86 when we were all gathered in the school cafeteria to watch the space shuttle Challenger take off. It was significant because there was a teacher on that flight, the first ever in space. Of course if you are old enough you know what happened. It shocked everyone in the cafeteria watching when we saw the Challenger explode in mid air. As a child it did not really hit us as we were not really sure what had just happened. We would later come to see that moment as historical for us. It was our JFK moment.
I joined the US Army in 1995 at the age of 17 (I turned 18 right before I left for basic training). While I had a few odd jobs as a teenager this was my very first career move so to speak. I stayed in the US Army until 2008 when I received an honorable discharge.

Its because when I was reading the book I for some reason thought that if they ever made a movie I think Clint Eastwood should play the male character. As I read the book I imagined Clint as the male character. We they did make a movie about it and Clint Eastwood played the male character. I always thought that was cool.
I believe that the legislature and the governor should maintain a relationship that is bipartisan and concerned with getting the job done not fulfilling the wishes of either party. We are elected by the people and we should never forget that. The governor and legislature should always be willing to work together to get the best legislation possible done that benefits all Virginians.
Education. It is clear that our education system is on decline. There are students graduation that can't read. High achievement classes are being removed to ensure education equity (which is nonsense). We are behind the rest of the world in education. The children are the future and with our current education system the future looks dark. We must stop indoctrinating children with false ideologies that do not work and make us less smart, less safe, less unified. Education must be fixed. Our children will be the biggest losers if we do not. They will not be ready to meet the demands of a fast paced world if we do not get back to educating them properly.
I don't see any benefits of a unicameral legislative body. I think it is so easy for one body to eventually come corrupt (human nature). having more than one legislative body (house and senate) is always more safe. There is always a second set of eyes so to speak with checks and balances built in.
No. State legislatures do not need to have experience in government or politics.
Of course. No man is an island and we are not meant to do everything alone. it is important to build relationships and bonds with other legislators as it will make it easier to get things done.
I want to sere the people in the best way possible. I have not aspirations of being on any certain committee.
I have many people tell me that they have no idea who my opponent is. They have never met her or spoken with her. They have never been invited to a town hall or anything. It was quite shocking that the person who was representing the district had never been back to the district. This impacted me because I want to be in my district. I am already working here and preaching here and I want those who vote for me to hear from me, to know me and to become my friend. I want to hold meetings to tell them the things that we have done during my legislative time, something my opponent failed to do.
Whats black and white and read all over?

Yes. The governor should not just be able to have unlimited emergency powers. The reason we are in the mess we are currently in is because of those unchecked powers.
Yes I believe that we have forgotten that we are elected officials that are elected to get a job done. The people who we represent deserve good, faithful, and honest representation. That means we must get back to civil discourse and being able to reach across the aisle to our counterparts in the legislature and work together to get things done that benefit all Virginians. This will lead to both sides needing to compromise on bills. Remembering that my job as a legislature is not about what I want or need but what the people want or need. It is a give and take and no bill is perfect and as long as I the bill does not violate my morals and values I am willing to compromise (a better word would be work together) to get the job done for the people of Virginia.
