Russell Toal
Russell Toal was the New Mexico Superintendent of Insurance. He assumed office on January 1, 2020. He left office on January 20, 2023.

Biography
Prior to his appointment as Superintendent, Toal was the Deputy Secretary of the Human Services Department in New Mexico. His professional experience also includes directing the Center for Rural Health and Research at the Georgia Southern University College of Public Health and working as a professor at the Georgia State University Institute of Public Health. Toal has also worked as a consultant to public health entities and insurers in New Mexico and Georgia and was the first president of the Georgia Cancer Coalition.[2]

New Mexico Superintendent of Insurance
Toal was appointed as New Mexico Superintendent of Insurance by the state's insurance nominating committee on November 16, 2019 by a 9-0 vote.[1]
Deputy Cabinet Secretary, New Mexico Human Services Department
Toal was appointed as the Deputy Secretary of New Mexico's Human Services Department by then-Secretary-designate David Scrase on January 11, 2018.[3]
