Ruth Dugan is a non-profit executive and lifelong problem solver who resides in Saddle River with her husband, Jim. Arriving in this country as a child, one of her proudest moments was becoming a citizen at the age of 18.

Throughout her career, Ruth’s advocacy-driven work has led her to serve in leadership roles in a number of different sectors, including healthcare, cancer support, and education. From serving as the President of her local Board of Education, to leading the Gilda’s Club of Northern New Jersey, Ruth’s objective has always been the same: get involved and make a difference.

When Bayonne’s only hospital faced financial ruin, Ruth was recruited to save it. As chair of the Bayonne Medical Center, Ruth brought people together from across the political spectrum, working with business leaders, community members, and healthcare experts and successfully made the case that a city cannot be without access to healthcare.

Now, Ruth is running for Senate to bring a fresh perspective to Trenton and do what she does best – get things done. Ruth is ready to put her healthcare expertise and education background to work to help pave a better future for the residents of District 39.

  • Equipped with decades of experience as a non-profit executive, Ruth is ready to help forge public-private partnerships that offer opportunities and resources to everyday New Jerseyans, thereby stimulating our economic growth by investing directly into our community. In order to build back our struggling economy from the COVID-19 pandemic, Ruth plans to work across the aisle to provide assistance to those who have been hit the hardest. That means working closely with local business owners, connecting them with the relief dollars they need to get back to work
  • New Jersey families pay almost double the national average in property taxes, while municipalities are burdened by ineffective housing mandates. Clearly, New Jerseyans need a change. New Jersey must take action to roll out a housing census to help determine where housing is needed most. It also is time to work together with neighboring communities to consolidate shared services in order to provide better resources to our community while also saving critical tax dollars.
  • Ruth understands the vital importance of having access to quality healthcare. Over the course of her career, Ruth walked the walk when she saved Bayonne Medical Center from closure, ensuring thousands of hardworking New Jersey families didn’t have to drive over an hour to receive life-saving care. In the Senate, Ruth will continue her work to ensure that the residents of District 39, and beyond, will never go without something as important as healthcare.
Ruth has always been passionate about quality affordable healthcare. Ruth will work to ensure that quality, affordable healthcare is accessible for all residents of District 39, regardless of zip code or income. Informed by her experience as a hospital administrator, Ruth knows how important access to local, affordable healthcare resources are to New Jersey families. While working to save Bayonne Medical Center from closure, Ruth learned that without a hospital, residents of the city would be forced to travel 50 miles for emergency medical services – a reality that no family should face.
