An effort to recall Mayor Sam Allevato in San Juan Capistrano, California from his position was launched in late 2013. At issue were increased water rates to operate and expand the Ground Water Recovery Plant. By his support of the Ground Water Recovery Plant, recall proponents contended that Allevato had "disregarded the health and financial well-being" of residents. The recall did not go to a vote.[1][2]

A notice of intent to recall was first filed by Residents for Honest Government on September 17, 2013. Proponents had until March 7, 2014 to collect the 3,503 valid signatures required to trigger a recall election. On March 6, 2014, City Clerk Maria Morris indicated that the recall proponents had ended their signature gathering efforts.[1][2][3]
John Perry, a leader of the recall effort, alleged that Allevato and some of his colleagues on the city council had interfered with the recall committee's signature gathering efforts in early January 2014. Perry reported the incident to local authorities, who indicated that they would not be investigating the matter.[3]
