Campaign themes

2016

Winans' campaign website highlighted the following issues:

Make West Virginia a Business Friendly State

  • Solicit new businesses to make West Virginia their home.
  • Support and nurture the businesses and industry already present.

Increase Worker Participation Rates

  • Improve college graduation rates by investing in education at all levels, elementary through college, as well as in vocational training.
  • Improve retention of college graduates in West Virginia by providing incentives and opportunities for recent graduates.
  • Increased worker participation rates. This means a corresponding decrease in welfare and disability roles.

Invest in State Infrastructure

  • Build and maintain roads, bridges, hospital systems and other essential services using West Virginia resources.

Remove Barriers to Attract New Business

  • The tax environment must be business friendly. The way to generate new tax revenues is by broadening the tax base, not raising the taxes on existing businesses and citizens.
  • Tort reform is an important element in creating a business friendly environment. Issues such as vicarious liability can be addressed in the state legislature rather than defaulting to the judiciary.
  • Support right to work laws.

Second Amendment

  • I love my heritage and will fight to keep our country free from enemies…foreign and domestic. I am a lifetime NRA member. I believe that it is our right as Americans to own guns and not have that right diminished by liberal politicians pandering for support.[1]
—Sam Winans[2]
