Growing up in Owings Mills, Samay owes his entire grade-school education to Baltimore County Public Schools. Samay attended New Town Elementary, Sudbrook Middle, and Western Tech High. He then went on to attend the University of Maryland, where he earned two undergraduate degrees, and is now studying at the University of Maryland Carey School of Law.

As a Sikh Indian-American, Samay’s faith and upbringing instilled in him the importance of equity, justice, and opportunity. Samay’s parents, Navdeep and Monica, who moved here from India, have reinforced these principles throughout Samay’s life. Samay’s sister, Tamanna, represents a commitment to these values through her pursuit of a career in teaching. Samay continues to promote and ensure equity, justice, and opportunity for all through public service.

Samay’s mission began in high school, when he worked for Senator Cardin and the Maryland Democratic Party. These experiences provided a foundation on which to build, and cemented his passion for public service. In college, he went on to represent student interests in Annapolis and DC as the UMD Student Government Director of Government Affairs, expand field operations for County Executive Johnny O’s 2018 campaign, and craft inclusive 2020 Primary plans at the DNC.
  • We need to focus on student well-being. Preparing our students for success requires teaching them about personal well-being. Having a strong background in these areas is critical for success no matter what path a student embarks on post-graduation.
  • We need to focus on equity and inclusion. Our education system must empower every student—no matter their ZIP Code—to reach their full potential. Doing so requires an education system that is built on equity and inclusive of all students from our extremely diverse County.
  • We need to focus on educator advocacy. Our educators work tirelessly everyday to provide a world-class education to our students. Now more than ever, we must ensure they are able to meet the needs of their individual classrooms and that they have the support they need to thrive.
I am passionate about equity and inclusion and the creation of a diverse school system and curriculum. I am also passionate about the equitable distribution of resources in the community. There are too many students and families who lack basic access to technological hardware and software which makes the difference between a strong or a weak learning environment.
As a lifelong Baltimore County resident, community activist, and product of K-12 BCPS education, I know our community and our schools firsthand. I have been active in our community since high school and I am committed to the advancement of my community. I have a unique and valuable perspective to bring to the Board as a Sikh-Indian American who graduated from BCPS in the recent past and is now a young professional. My recent matriculation through the BCPS system allows me to understand and identify problems from a firsthand perspective.

I plan to use my unique and diverse background to craft solutions to give every student the opportunity to succeed by charting a course for a more responsive, inclusive, and equitable education system and engaging with all our stakeholders—including teachers, staff, and parents—as we work to provide a world-class education for our students.
