Samuel Hall was a candidate for the District 2 seat on the Duval County School Board in Florida. He faced Theresa Graham, Shannon Russell and Scott Shine in the general election on August 26, 2014. Hall and Shine advanced to the runoff election on November 4, 2014, where Hall was defeated.

Hall holds a B.S. in biology. He has worked as a water pollution control supervisor on a research project in Japan and a researcher for Merck Pharmaceutical. Hall also worked for 25 years as an analyst with Anheuser-Busch. He has volunteered time with community groups including Leadership Jacksonville and the United Way Agency. Hall and his wife, Leah Hudson, have four adult children.[1]

The August 26, 2014, general election in Duval County featured three seats up for election. Two races were determined in the general election. Incumbent Paula D. Wright defeated challenger Darryl Willie in the District 4 race. District 6 incumbent Becki Couch won re-election without opposition.

The general election determined if candidates for each seat could garner a majority of the vote total. Because no candidate received 50 percent plus one of the general election votes in District 2, the top two vote recipients advanced to the runoff election on November 4, 2014.

The District 2 race featured four newcomers running to replace incumbent Fred Lee, who did not file for re-election. Scott Shine and Samuel Hall advanced to the runoff election. Hall led by just two votes over Theresa Graham for second place in the general election. A recount was held which ultimately found Hall the second place winner with a four vote lead over Graham.[2] The fourth candidate, Shannon Russell, was defeated in the general election.

Funding

As of October 28, 2014, Hall reported $13,076.00 in monetary contributions and loans, $1,774.56 in-kind contributions and $12,542.38 in expenditures to the Duval County Supervisor of Elections, which left his campaign with $533.62 on hand.[3]

I am a candidate for Duval County Public School Board, District 2. My work in corporate America combined with my long history of service to children and education has equipped me to effectively collaborate between families, schools, and the business community. Join me in continuing to move our educational system forward as we prepare our next generation to engage successfully in the emerging scientific, technological, engineering, and mathematical workplaces of our rapidly growing global environment.

While with Leadership Jacksonville in 2002, how to "Fix Americas Schools" was a prominent focus for our involvement in the community. Service on the mayoral commission, Project Blue Print for Prosperity, identified the number one priority for increasing per capita income of this area was education. While serving on the board of directors of a United Way Agency, The Bridge of Northeast Florida, we were recognized by the Pew Foundation as one of the top 19 agencies in the country for finding solutions to issues dealing with children. Service to The Jacksonville Public Education Fund as a volunteer delegate for the One X One survey team identified and prioritized the most pressing needs for our schools and children.

A 20 year history of public service focused on improving education for our community and recent retirement gives me the opportunity to devote more time to educating our children. I welcome the opportunity to serve all communities of the Greater Jacksonville area through District 2.[4]
