An effort to recall Sandra Brower from her Zone 4 position on the West Bonner County School District Board of Trustees in Idaho did not go to a vote after recall supporters failed to gather sufficient signatures. The recall group Citizens for Families accused Brower of making inappropriate pay raises, electioneering over a recent levy issue and appointing a family member to a vacancy on the board. They also contended that a druken driving arrest in March 2013 made her a poor role model for the district's students.[1]
Brower's current term on the board expired in July 2017.
Recall supporter arguments
Recall proponents claimed in their petition that:[1]
- Brower approved raises inappropriately.
- Meetings held with district personnel over a recent levy were electioneering.
- Brower's March 2013 DUI arrest makes her a bad model for students.
- Brower appointed a family member to the board to fill the vacancy in the Zone 1 seat.
- The district superintendent should have been censured for an unattended boiler that caused damages over the district's winter break.
Brower responded to the accusations regarding raises in the petition by stating that pay increases are a decision made by the entire board and that there are no negotiations from the union on behalf of district employees. She stated that her DUI charge took place prior to her election to the board and that she did not need to disclose it as it was a misdemeanor charge. She stated, "I made a mistake and I learned from it. I think that is being a good role model to youth because everyone makes mistakes and it’s how you handle it and move on and can learn from it that makes the difference."[1]
As for the appointment of a family member to the board, which referred to Molly Bach's appointment, Brower stated, "All five board members had to approve her. Molly and I were never in the same family because both our husbands died. Shame on these people for bringing that up.” Brower would not comment on the superintendent or the boiler as it was a personnel matter to be discussed in executive session.[1]
Brower called the Bonner County Sheriff's Office prior to the submission of the petition signatures contending that the petition contained false statements.[1]

Citizens for Families filed a recall petition which was approved by then-county clerk Ann Dutson-Sater on November 10, 2014. The group had 75 days to gather 162 valid signatures, which was half of the eligible voters in Zone 4. Proponents gathered and submitted 180 signatures by the January 26, 2015, deadline, but only 139 were found valid as 14 signatures came from individuals living outside Zone 4 and 11 signatures were duplicates.[1]
Recall supporters were required to wait at least 90 days before starting the recall process over from scratch.[1]
