Biography
Balfour has her bachelor's degree in elementary education from St. Leo University and her master's degree in educational leadership from the University of South Florida. She has experience as a both a teacher and administrator at the elementary, middle and high school levels. She is a National Board Certified teacher, trainer and assessor. She is the owner and operator of the Gannett Company and the Ft. Myers News-Press.[1]

The August 26, 2014 general election in Citrus County featured four seats up for election. Incumbent Thomas Kennedy faced a challenge in District 1 from newcomers Thomas "Tommy" Corkery and H. Dean Morrison. Newcomers Doug Dodd, Quinton R. Herrin Jr. and Sheila Whitelaw were running to replace Patricia Deutschman in District 3, who did not file for re-election. Board member Sandy Balfour sought a full term in the District 4 seat against Beverly "Bev" Howard. Balfour was appointed to the seat in July 2013 by Governor Rick Scott. District 5 incumbent Linda B. Powers was running against Donna Fletcher.
The general election determines if candidates for each seat could garner a majority of the vote total. If no candidate received 50 percent plus one of the general election votes in a particular district, the top two vote recipients advance to the runoff election on November 4, 2014.
