A Santa Fe Springs Utility Users Tax, Measure S ballot proposition was on the November 2, 2010 ballot for voters in Santa Fe Springs in Los Angeles County. It was approved.
Measure S imposed a 5% utility users tax on natural gas, electricity and telecommunications.
A simple majority vote is required for approval.

Text of measure
The question on the ballot:
Measure S: To maintain funding for City services including police officers, firefighters, paramedics, senior programs, youth/gang, drug, and crime prevention programs, street repairs, parks, ball fields, afterschool library programs, community centers and other City services, shall an ordinance be adopted to establish a 5% utility users tax, exempting low income seniors/residents, with annual audits, no tax increase without voter approval and no funds for Sacramento?[1] |
Opposition
The editorial board of the Pasadena Star News was opposed to Measure S.[2]
They said:
- "While the city's 18,000 residents will pay about a $100-$200 more per year in utility bills, the city's 3,500 businesses will pay much, much more. Some businesses will be on the hook for the maximum capped amount of $40,000 the first year, $60,000 the next year and easily more than $100,000 in subsequent years. And it gets worse: Residents get to vote on the new tax on, businesses do not.
- Those are just some of the troubling aspects of Measure S on Tuesday's ballot. Aside from the fairness issue, we are most concerned about a tax that will have a direct impact on local businesses."[3]
