Santos Limon (Democratic Party) ran for election to the U.S. House to represent Texas' 23rd Congressional District. He lost in the Democratic primary on March 3, 2026.

Biography

Santos Limon graduated from Del Rio High School. Limon studied at Southwest Texas Junior College, the Saltillo Institute of Technology in Coahuila, Mexico (TEC de Saltillo), the George Meany Center for Labor Studies, and the University of Nebraska at Kearney. His career experience includes working as a civil engineer and small business owner.[1]

Healthcare
As a small business owner, Santos is responsible for the healthcare coverage of his company’s employees, negotiating with insurance companies for the best coverage plans and with hospitals and clinics for the best care possible. Santos knows the heartache and financial hardships families go through if they have no health insurance or are underinsured.

The 23rd District of Texas continues to face serious health care challenges. The district has many residents who live in medically underserved minority and rural communities. These communities also have many children and parents who are either uninsured or underinsured. Senior residents depend on Medicare and Medicaid, in addition to other sources of federal funding.

As your Representative, Santos will:

  • Fight to strengthen the Children’s Health Insurance Program (CHIP) in Texas
  • Work to increase the number of community clinics and rural medical centers in the 23rd that tend to underserved populations through legislation and federal grant opportunities
  • Fight so that not one penny is taken from Social Security and Medicare. These are benefits for our senior populations that we have a duty to honor

Transportation & Infrastructure
Santos Limon has spent his entire adult life working in transportation infrastructure, design, logistics and construction. He will advance infrastructure projects that deliver economic growth, expand trade, and enhance the lives of the 23rd District’s residents, as well as propose new ones.

As your Representative, Santos will:

  • Enhance border security infrastructure that will maximize inspections, provide better support to our Customs and Border Protection personnel and broaden enforcement with modern technologies
  • Fight to better interconnect the 23rd district with increased Internet access points, public Wi-Fi spots and a robust wireless network
  • Fight to invest in infrastructure projects that facilitate trade and keep Texas competitive in the global marketplace. Nearly $1.7 billion in goods and services flow across the U.S.-Mexico border every day. In 2022, trade between the U.S. and Mexico exceeded $779 billion

Education
A graduate of public schools, Santos Limon knows that education is an investment in the future of the Texas 23rd ̶ and our nation. Education was the key that opened many doors and opportunities in Santos’ life, and he will work to keep those doors open for the children of the 23rd District. All children—no matter where they live— deserve the same opportunities Santos received throughout his life.

As your Representative, Santos will:

  • Fight for Universal Pre-K for working families and affordable college education options that transform our High School graduates into the high-skilled, 21st-century workforce Texas needs to be competitive in our global marketplace.
  • Work to expand infrastructure and equipment funding to schools across the 23rd District, ensuring ample funding for underserved, low-income public schools.
  • Secure funds to add technology and security layers —like the 911 Good Samaritan tool— to our public schools, to better protect our kids from mass shootings

Economic Development
As a railroad executive and then small business owner, Santos Limon has built infrastructure projects throughout the Southwest and has seen first-hand the economic impact enjoyed by the communities these works have improved. Santos has collaborated with officials at the local, state, and federal levels to ensure compliance and timely completion of all his projects.

As your Representative, Santos will:

  • Secure funds to improve existing infrastructure in the 23rd District, as well as propose new projects, so that Texas remains secure and competitive in the global marketplace
  • Support legislation to enhance international trade and support entrepreneurs and small business owners in the Lone Star State
  • Balance the interests of communities which are dependent on international trade and small-town economies, as a Representative of a district on the U.S.-Mexico border

Immigration
Order at the Border. The present situation at our Southern border is unacceptable. It is the product of the failure of both Democrats and Republicans to put aside their differences and work to solve this urgent issue.

But some would have us forget that immigration is at the core of America’s identity, or would have us lose our humanity in the enforcement of our laws.

As your Representative, Santos will:

  • Surge Federal Judges -not armies- to the border, to clear the backlog of existing asylum claims that bring certainty to immigrant claimants and expedite the removal of unqualified claimants
  • Support modernizing our land ports of entry and our security infrastructure, bolstering U.S. Customs and Border Patrol (CPB) vehicles and checkpoints, equipping our CBP agents with the technology and tools they need to better perform their duty and increasing their salaries to reduce attrition
  • Support stronger efforts upstream in the immigration routes, through collaborative enforcement partnerships in Central America, to reduce the volume of immigrants arriving at our border
  • Support Comprehensive Immigration Reform that brings undocumented immigrants out of the shadows and creates a path for their Legal Residency
  • Support Legal Residency status (Green Card) – based on merit – for DREAMERS, giving priority to those with higher educational degrees
  • Support naturalization of DREAMERS who have served at least 4 years in our Armed Forces[2]
