I am a former preschool teacher and Early Intervention Specialist serving children ages birth-6 with developmental delays. I'm also a former small business-owner, and am currently the mother of three GCS students. I was elected to represent parents and taxpayers on the GCS School Board in 2020, and have been serving in this role for four years.
  • I am the ONLY candidate to have never voted for a millage (tax rate) increase, but have instead worked to find areas of unnecessary tax-collection that could be reduced without decreasing any services to students or employees, and while striving to increase employees' salaries, especially for teachers with years of experience. The tax revenue base in Greenville has been ample to provide salary increases to teachers and employees annually without increasing taxes.
  • Growth in our area of Fountain Inn, Simpsonville, and Five Forks is unprecedented. In addition to responsibly funding the new schools being built and those that will receive additions in the next few years, I will happily work alongside County Council to develop guidelines for developers and corporations to contribute fairly to the infrastructure needs that they create. I do not believe the burden of the costs of additional infrastructure (like schools and roads for GCS, plus fire and police departments) should be placed solely on existing residents when developers and corporations could be asked to pay their fair share instead of receiving large tax-breaks.
  • Hearing from and representing the voice of residents is something that I love, and I am happy continue to work on issues important to the residents of District 27 such as campus safety, special education services and opportunities for students with disabilities, adding more school choice and magnet school options with availability for those that want them, student behavior accountability, ensuring AGE-APPROPRIATE curriculum and materials are plentiful in classrooms and libraries, and working toward the goal to increase the teacher salary schedule to more fairly rewarding of experienced teachers.
Because I have children in elementary and middle school, and soon high school too, policies that effect classrooms and families truly hit home. I continue to feel passionately about protecting parental rights, and want to make sure the values of residents in District 27 are heard and represented.
One thing I would always look for in an elected official like myself is INTEGRITY, because doing the right thing even when no one is watching or will ever know is a cornerstone of quality leadership and representation. I would also describe myself as TRUSTWORTHY, BRAVE, ANALYTICAL, GOAL-DRIVEN, and SELFLESS.
My only individual responsibility is to represent the voices of the residents within District 27 and to make sure their wishes and values are given a voice. I strive to do this by having open communication, knowing residents personally, and being friendly and approachable.
My first job ever was working at a small preschool on Augusta Rd. in Greenville.
My first job out of college was teaching at a small school on James Island, SC.
Our only job is to create and maintain meaningful policies for the District, evaluate the Superintendent who is hired by the Board, and be responsible stewards of the millions of dollars the District collects in tax revenue annually. The Board sets the vision for the future of the District by collaborating with thousands of stakeholders to approve a comprehensive Strategic Plan every five years. We also serve as the final appeal committee for students, parents, and employees.
Our Board is having discussions on Applied Behavioral Analysis therapy and other behavioral interventions for students with special needs. I'm very interested in finding ways that GCS can offer these types of supports to students who may benefit from it and whose parents desire it. I'm also interested in exploring more magnet options, particularly for students with learning differences.
Many students did not thrive during eLearning, and because our District returned to "5-days" more quickly than other states, our students' academic achievement has been greater than areas where schools remained closed for much longer.
Not only am I a leader in the District, but I am also the parent of three students that attend GCS. I believe being a parent makes me relatable and approachable, and parents often email, call, text, or speak up when we see each other. I've been very available, attentive, and I enjoy making new friends!
There is never a reason to not have 100% financial transparency at every level of government. I'm glad our District participates in audits and provides financial reports publicly. Our Board strives for transparency by posting all documents online for public viewing, and our regularly scheduled meetings are open to the public as well as live-streamed.

Sarah Dulin is a JL Mann graduate. She earned her Bachelors in Art from The College of Charleston in 2000, and earned her Birth-6yo Early Intervention Credential from USC School of Medicine TECS in 2003. She has been a teacher, and worked extensively with children with special needs and their families. She has also been a small business owner. Sarah is married with four young children. Over the course of the School Board term, one will reach high school, one middle school, and two will begin elementary school, so she will have a vested interest in a variety of Greenville's schools for a long time!
  • Families should have CHOICES when it comes to enrolling their children in school.
  • Teachers are essential, and they should be treated as the revered professionals that they are.
  • Students with strong foundations in early education have a better likelihood of academic success later on. There is absolutely no reason that Greenville cannot have the highest rated schools in the State and in the South East within the next decade.
During times of crisis, families should still have options for education that meet their child's needs. It is federal law. If childcare centers and private schools can safely stay open everyday and provide full-time instruction, public schools can too.

Teachers are asked to wear too many hats, and their main duty of educating is sometimes hindered by unachievable demands. Reduced class sizes, keeping promises, and providing more support will go a long way in attracting new teachers and retaining the ones we have.

Preschool is a benefit for some, but not all, and that should change. GCS can offer preschool classes for those that wish to enroll, and ensure that children starting kindergarten and first grade are already ahead and ready for new challenges. Data shows that students who had high quality preschool have higher grades even through high school.

Transparency, honesty, integrity, and forward thinking. I also value those that are thoughtful in their spending and never wasteful.
The Board has one job: While thinking towards the future, make tough decisions in the best interest of children and their education. Ensure opportunities for a high-quality education are available for every student that wants them.
