Biography
Savant Moore was born in Houston, Texas. He served in the U.S. Army. Moore earned a high school diploma from North Shore Senior High School and a bachelor's degree in history from Howard University. His career experience includes working as a truck driver, small business owner, and nonprofit founder.[1][2]

- I am running for Texas Comptroller to restore trust, transparency, and competence to the office. Texans deserve a Comptroller who tells the truth about our finances, audits every state agency, and proves that we can fully fund public education, infrastructure, and essential services without raising taxes on working families. My campaign is about fiscal responsibility that works for everyone, not special interests.
- As a public school educator, Army veteran, and investor, I understand budgets from every angle. I have lived the consequences of bad policy and poor oversight. I will modernize the Comptroller’s office, expand broadband access statewide, strengthen the Texas HUB program so small, minority, veteran, and rural businesses can compete, and make Texas government work efficiently for all Texans.
- Texas works best when opportunity is shared and government is accountable. I believe in strong public schools, honest budgeting, smart economic growth, and equal access to opportunity whether you live in a rural town, a suburb, or an urban neighborhood. This campaign is about uniting Texans around common sense solutions and building a future our children can afford to inherit.

Protecting Taxpayers from Hidden Fees and Waste
Too many Texans lose money to late fees, confusing deadlines, and government penalties that hit working people the hardest. As Comptroller, I will make the system clear and fair. I will push for grace periods, simple language in notices, and automatic reminders before penalties are charged. Government should correct you before it fines you.
Full Transparency for Every Tax Dollar
Texans deserve to know where their money goes. I will create an easy public dashboard that tracks state spending in plain English. No buried reports. No political spin. If your money is being spent, you should be able to see it, search it, and question it.
Stronger Support for Small Businesses
Small business owners deal with more paperwork than profits. I will streamline licensing, reduce duplicate reporting across agencies, and create a Comptroller Help Desk that gives real answers instead of sending people in circles. If you are trying to build something in Texas, government should not be your biggest obstacle.
Responsible Budgeting for Long Term Stability
Texas cannot afford reckless shortcuts or political budgeting games. I will prioritize long term planning instead of one time patches. That means watching surplus funds closely, making smarter investments, and protecting public dollars like they came out of my own pocket. Because they do.
Fair Investment in Rural Texas
Too many rural communities feel forgotten until election season. They pay the same taxes as the rest of the state, but often get slower internet, weaker infrastructure, and fewer government services in return. As Comptroller, I will push for fair distribution of state resources so that rural Texans do not have to beg for what they already paid for. That means better broadband access, faster response on disaster relief, and priority funding for roads, clinics, and farms. Texas cannot claim to value agriculture and small town life while leaving rural families behind. I will make sure every community, large or small, is seen in the state budget.
Restore The Texas HUB Program
This program was created to ensure women-owned, minority-owned, and veteran-owned businesses have a fair chance to compete for state contracts. When we eliminate pathways for small businesses to grow, we weaken our entire economy. Restoring the HUB Program strengthens opportunity, expands competition, and helps Texas taxpayers get the best value for every dollar spent.
Ensure Strong Oversight of School Vouchers
Texas selected a company to manage the school voucher program, but it is not based in Texas, and questions have been raised about its experience and how the contract was awarded. To protect taxpayer dollars, the state must set clear performance standards, include a strong exit clause, and be prepared to consider qualified Texas-based options if necessary. Texas should maintain zero tolerance for misuse, require full transparency, and conduct regular audits. Strong oversight protects public funds, strengthens trust, and ensures every education dollar is used responsibly and as intended.
