Four seats on the Schertz-Cibolo-Universal City Independent School District Board of Trustees were up for election on November 3, 2015.[1]

Place 1 incumbent Scott B. Harrod's, Place 2 incumbent Robert Westbrook's and Place 3 incumbent Edward Finley's seats were up for election. There was also a special election for the unexpired term of Place 7 incumbent George Ricks. Westbrook was the only incumbent to file for re-election and faced no opposition.

The Place 1 contest to replace Harrod featured Gerald Perkins, Dani Salas and Meredith Hernandez. Perkins secured the seat. Westbrook was re-elected for the Place 2 seat. John Correau was unopposed in his race to replace Finley and was also re-elected. The District 7 special election featured Terence Benson, Angelina Galvez Kiser and Amy Driesbach.[2] Driesbach was successful in securing the seat.

Schertz-Cibolo-Universal City Independent School District is located in Bexar and Guadalupe counties, Texas. Bexar County had an estimated 1,855,866 residents in 2014, according to the United States Census Bureau, and its county seat is San Antonio.[3] At the same time, Guadalupe County was home to an estimated 147,250 residents, and its county seat is Seguin.[4] Schertz-Cibolo-Universal City Independent School District was the 82nd-largest school district in Texas, serving 13,594 students in the 2012-2013 school year.[5]

Demographics

Both Bexar and Guadalupe County underperformed in comparison to the Texas average in terms of higher education achievement in from 2009 to 2013. Statewide, 26.7 percent of persons aged 25 and older held bachelor's degrees or higher, compared to 26.3 percent of Bexar County residents and 24.6 percent of Guadalupe County residents. The statewide average household income was $51,900, while it was $50,112 in Bexar County and $61,958 in Guadalupe County. Bexar County's poverty rate was equal to the statewide average of 17.6 percent. Guadalupe County, meanwhile, had a poverty rate of 9.7 percent.[3][4]

Voter and candidate information

The Schertz-Cibolo-Universal City Independent Board of Trustees consists of seven members who are elected to four-year terms. While members are elected to specific places on the ballot, they serve at large.[7] There was no primary election, and the general election was held November 3, 2015.[1]

A member of the board must be 18 years old, a U.S. citizen and a resident of the district. An individual seeking office must be a resident of the state for 12 months and a resident of the district for six months, prior to the last date on which the candidate could file to be listed on the ballot.

Campaign finance

Texas school board candidates and officeholders must file semiannual reports, which were due on January 15, 2015, and July 15, 2015. In addition, opposed candidates were required to file 30-day and 8-day pre-election reports, unless the candidate elected modified reporting.[8]

Opposed candidates who did not intend to exceed $500 in contributions or expenditures, excepting filing fees, were eligible for modified reporting. If they exceeded the threshold before the 30th day before the election, candidates were required to submit the 30- and 8-day reports. If they exceeded the threshold after the 30th day before the election, they were required to file a report within 48 hours of exceeding the threshold and participate in regular reporting for the rest of the election cycle.[8]

Issues in the election

16-year board member retired

Board member George Ricks announced his retirement from the Schertz-Cibolo-Universal City Board of Trustees on July 23, 2015.[10] Ricks served as a member of the board since he was first elected to fill a vacancy in 1999.[11] Commenting on his retirement, Ricks stated, "After 16 years of service, it is time to step out of my role."[10]

Ricks committed to remaining on the board until the November 3, 2015, school board election when the district could fill his seat. Consequently, SCUCSID held a special election for his place on the board. Terence Benson, Angelina Galvez Kiser and Amy Driesbach raced to fill Ricks' position, with Driesbach winning the seat.

In addition to school board elections, residents of Cibolo elected a mayor and city council members.[12] Residents of Schertz also elected city council members and voted concerning the issuance of general obligation bonds in two propositions.[13][14]

There was also a special election for the Texas House of Representatives District 118, due to the resignation of Joe Farias. Residents within the district elected a representative to serve out Farias' unexpired term.[15]

Finally, Texas residents also decided on seven statewide ballot measures.[16]
