California's 7th Congressional District was a battleground district in 2016. Incumbent Ami Bera (D) won re-election to his third term in 2016. He defeated Sacramento County Sheriff Scott Jones (R) in the general election on November 8, 2016. Both candidates advanced past the top-two primary by default, as they were the only two to file in the race.[2][3][4]

Jones was a member of the NRCC's Young Guns Program in 2016. The Young Guns program "supports and mentors challenger and open-seat candidates in races across the country."[5]

BUDGET

Federal spending and fiscal policy are out of control. Not only are we suffering from historic highs in inflation, gas prices, and general cost of living, there is neither acknowledgement of the problem nor seemingly any interest in fixing it. We must immediately do three things:

1) Stop printing more money. Simply placing more money in circulation creates inflation and is a big reason we see inflation at record highs.
2) Live within our means. I support a balanced budget. Balancing the budget is the first step to reducing annual deficits and to begin paying down our national debt. Spending must be prioritized, bureaucracy needs to be cut, and certain responsibilities need to be returned to the states.
3) Pay down our national debt. Washington is addicted to spending and their
addiction has created a massive federal debt, currently a staggering $30 trillion dollars that we are leaving for our children and children’s children to pay.

Further, recognizing the toll that burdensome taxes have on American families, I am proud to be the first – and only – candidate to sign the Americans for Tax Reform Taxpayer Protection Pledge to oppose ALL tax increases.


CRIME AND PUBLIC SAFETY

It is obvious to everyone that crime is on the rise nationwide. Having spent 33 years in law enforcement and the last 12 years as Sheriff, I know a thing or two about keeping people safe, but also making sure people feel safe. It IS possible, but you have to have the experience and courage to make it happen, and to stand up to those that are trying to dismantle our criminal justice systems.

The soft-on-crime policies promulgated by liberal politicians and bureaucrats have led to this drastic rise. We’ve gotten to a place where we treat criminals like victims, and victims like criminals. It’s upside down. We MUST restore law and order in our society, it is the bedrock of everything else that is important. In Congress – as I’ve done for my entire adult life – I’ll work to ensure those who prey on our society face justice, and that victims of crime ALWAYS have a voice.


EDUCATION

I’m tired of being told how to raise my kids from people who don’t have children, and told how and what my kids should be taught from people whose kids are in private schools. Every American student deserves the opportunity to receive a quality education.

Parents have experienced an awakening across America during the outrageous COVID lockdowns, seeing clearly what their children are being exposed to in all too many government schools. The teaching of radical anti-American ideas like CRT must be stopped. I trust parents to make the right decisions regarding what is best for their children’s education, and they must have the freedom and the financial incentives to access the best schools for their kids.

I oppose mandatory vaccines and masking for our students, as the science is now crystal clear that damage done to them far outweighs any benefit. The top-down, one-size-fits-all federal approach to education that places teachers union bosses in charge of education policy and curriculum must end, and local parents in control of school boards should make these decisions.


ENERGY

America became energy independent under Republican leadership and the Trump Administration. Not only that, we became among the largest exporters of oil and gas in the world. I support an all-of-the-above approach that includes development of reliable American energy sources such as coal, oil and natural gas, as well as alternative energy sources such as wind, nuclear, solar, hydropower, geothermal and biomass.

A comprehensive energy plan will reduce the inflated cost of gasoline and electricity for the American people, and will help create jobs, grow our economy, protect the environment, and enhance America’s national security by reducing our nation’s dependence on energy from hostile foreign countries.


FOREST MANAGEMENT AND FIRE PROTECTION

Wildfires have devastated Northern California and it is a direct result of a massive failure of both Federal and State governments. Our forests are overgrown, barely managed, and full of dead and dying trees. Policies that have prevented forestry management resulted in jobs leaving our forested communities and those who remain are in danger of repeated forest fires. I will support increasing timber management, biomass power, and changing Forest Service policy to favor aggressive attack on the initial start of fires. The federal government can no longer monitor fires and hope nature puts them out, the risk to our people and the environment is too great.

We must have a larger buffer around towns and major infrastructure, such as power lines, to contain fires and protect homes. Federal law must change to prevent lawsuits from limiting our ability to do post fire salvage, restore forests, and do proactive forestry to prevent major fires. We must continue and enhance cooperative leases of federal lands with ranchers and farmers that beneficially manage these federal lands.

My passion for forest management and fire protection isn’t just a political talking point; it’s personal. As Sheriff of Sacramento County, I serve as the Mutual Aid Coordinator for 11 counties, helping deploy regional law enforcement to assist in - among other things - evacuations and community patrols. As a personal evacuee of the 2021 River Fire in Placer and Nevada Counties whereby my next door neighbors’ homes burned to the ground, working collaboratively to address forest management and fire preparedness is something I care deeply about. In Congress, I intend to work diligently to ensure that responsible management and cooperation finally occur.


IMMIGRATION AND BORDER SECURITY

Past immigration reform efforts have failed because they did not secure the border, and porous borders are a direct threat to public safety and national security. I had an officer murdered by an undocumented criminal who had been removed from this country at least four times without suffering any consequences for continuing to enter our country illegally. This issue is very personal for me.

Securing the border is the first step and the single most important facet of any immigration reform plan. President Trump made serious progress to increase America’s border security by building miles of new border wall, empowering ICE and CBP, and enforcing a ‘remain in Mexico’ policy for people claiming asylum, but we must do more, now! We must finish the wall, employ technological measures to help maintain security, ensure that CBP has sufficient staffing and resources to carry out their mission, and return to the ‘remain in Mexico’ policy.

We all know the truth – securing the border will help us put an end to human trafficking, drug and arms smuggling, illegal immigration and help prevent terrorists and criminals from entering our country. It will help ensure criminals who have been deported do not return to commit more mayhem. A combination of beefed-up border patrols, increased fencing and technology, and certain consequences for illegal entry will help us keep America safe.


JOBS AND THE ECONOMY

The American economy was the strongest in history and getting stronger under Republican leadership when the pandemic caused by COVID spread across the world.

The Biden/Pelosi Democrats economic policies have been devastating to Americas’ economic recovery. They have caused the highest inflation in 40 years, including the highest gas prices, food prices, housing and electricity costs, with no end in sight. We must take back the Congress to stop these policies and move America back toward growth and prosperity.

America’s economy was built on the foundations of free enterprise and innovation and we need to make sure that foundation survives by freeing entrepreneurs and innovators to supercharge America’s economic engine.


NATIONAL SECURITY

The American people recognized the damage that the Biden Administration’s disastrous and deadly withdrawal from Afghanistan caused to America’s reputation around the globe. The current Administration is not taking seriously the threats posed by China, Russia and Iran, as well as the numerous terrorist groups committed to harming America and our allies.

This demonstration of weakness has also contributed to our national security crisis at our southern border, where millions of unknown illegal immigrants are flooding into our country with zero accountability.

I host the Regional Terrorism Threat Assessment Center and sit as the Chair of the Central California Intelligence Center. I will bring the experience and background that’s needed in Washington to secure our country, rebuild our defenses and make the changes we need to keep our nation and citizens safe, and restore our place of strength in the world.


WATER

We must increase water supply in California, period! We must build more storage systems of every type, from new reservoirs to groundwater recharge. We have a water system that was built for a state of half the current population. We must have a better ability to store rain and snow runoff to protect against both floods and help through our regular drought periods. The water we are storing is chronically mismanaged by the State and Federal governments, saving too little for our local use and sending the water that falls in our district to benefit the Bay Area and Southern California at the expense of our Northern California citizens, farmers, and environment.

We must build more water storage and change the management of the system to protect Northern California water from those that would drain our most needed resources for their benefit. We have statistical data that should drive not only our immediate response today, but planning for a changing future as well.[6]

It is collapsing under its own bureaucratic and regulatory weight and people are losing access to health insurance while costs are going up. In California, premiums for health care coverage are expected to increase by an average of 13%.
  • Energy: I support the all-of-the-above approach that includes development of alternative energy sources such as wind, solar, hydropower, nuclear, geothermal and biomass, along with traditional American energy sources such as coal, oil and natural gas.
