Kerr was born and raised in Madison, Wisconsin, graduated from Robert M. La Follette High School, started working for the City of Madison in 1980 and has remained a City employee for more than 42 years, giving him an understanding of how city government works. Scott continues to live on Madison’s east side with his wife Judy.

During his 18 years in Parking Utility, Scott served as an EAP (Employee Assistant Program) facilitator. In this role he listened to employee concerns and problem solved solutions. He has always offered input for improvements including a parking ramp gate design for a difficult location that is still in use today. While in Building Inspection, Scott oversaw the Erosion Control Program implementing innovative designs and systems. He worked in conjunction with the DNR approving new products for use on single family home sites. In Traffic Engineering he expanded the permit program, standardized practices, and served on the State of Wisconsin committee to update the work zone safety guidelines.

Throughout his career Scott has strived to serve the city and the people Madison, assisting citizens, and implementing cost-effective measures.
  • RESPONSIVE GOVERNMENT - Implement a system for real-time public input on decision that impact the citizens of Madison. Collaborate with private industry, local businesses, and institutes of higher learning to provide input on improvements for the city.
  • PUBLIC SAFETY - Improve public safety by keeping more officers on patrol and increasing traffic enforcement. Expand the CARES Team to meet the demand in the community and provide mental health professionals when and where they are most needed. Utilize civilian employees and mental health professionals to handle transports to Winnebago instead of taking patrol officers off the street.
  • COST-EFFECTIVE GOVERNMENT - Ensure a careful review of the municipal budget to find cost savings for the city and it's taxpayers. Implement a system that rewards City of Madison employees for presenting cost-saving measures.
Community Question Featured local question
Resident involvement is extremely important in government decision making. I will implement a web based information portal where the pro's and cons along with the costs and benefits of each proposal going before the Council with polling that will be compiled and presented to the Council before they vote on the proposal then posting the poll results along with the results of the Council vote to the informational portal so that residents can see how there elected officials responded to their votes.
Implementing commonsense solutions to the challenges facing the City. Improving public safety by keeping officers on patrol, assigning civilian employees and mental health professionals to calls that do not required uniform officers including transporting individuals experiencing mental health crisis to the Winnebago mental health institute when required. Improving our mass transit system equitably, insuring that we continue to serve active users while encouraging new riders and reducing the subsidy needed to maintain the service. Making City government more responsive to all citizens and rank and file city employees by implementing an online system to provide the details of all proposals before the Council and polling the opinions of all citizens to be used in deciding how we proceed.
