Scott Millikan is a judge of the Missouri 22nd Judicial Circuit Court. He assumed office in 2017. His current term ends on December 31, 2026.

Millikan ran for re-election for judge of the Missouri 22nd Judicial Circuit Court. He won in the retention election on November 3, 2020.

Governor Eric Greitens (R) appointed Millikan to the court as an associate judge on July 6, 2017, to fill the vacancy created by the elevation of Judge Thomas C. Clark II to circuit court judge.[1] Governor Greitens then appointed Millikan as circuit court judge for the 22nd Judicial Circuit Division 9 on March 9, 2018, to replace Jimmie Edwards.[1]

Millikan earned an undergraduate degree in business management from Webster University and a J.D. from Saint Louis University.[2]

Prior to being appointed an associate judge, Millikan was the court administrator for the City of St. Louis. He also served as a municipal judge, a prosecutor, and a police officer.[2]
