Biography

Scott Nowicki served in the U.S. Army from 1991 to 2005. He earned a bachelor's degree from the University of Alabama in 1994, a graduate degree from Troy University in 2000, and a graduate degree from the University of Oregon in 2017. His career experience includes working as an insurance agency owner. Nowicki has been affiliated with the VFW and The American Legion.[1]

Scott is the current President of an insurance agency and mortgage services company in the greater New Orleans area. Scott has previously served in the United States Army as a MEDEVAC pilot, retiring after deployments to Bosnia and Iraq at the rank of Major. During his time deployed to Iraq, he served as the Operations Officer of an Air Ambulance unit and flew missions evacuating the wounded. Upon returning, Scott was awarded the Bronze Star and Air Medal. After leaving the Army, he worked for the next 18 years in the states of Washington, Oregon, and Hawaii leading sales teams and participating in the legislative process.

Scott has been married for 28 years to my wife Sharon and have three children, Madelyn (23), Alexander (20), and Ella (16). Scott is a strong believer in life-long learning and earned a Masters of Business Administration (MBA) from the University of Oregon (2017), a Masters in Human Resources from Troy University (2000), and a BA in Criminal Justice from the University of Alabama (1994). Scott has also served on the faculty at the University of Oregon, Lundquist School of Business teaching management, human resources, and leadership. Scott has a passion to be part of solutions, create new opportunities, and to serve the community. This desire has led to serving in various roles on Boards and Commissions: City Councilor, DuPont, WA (2 terms) Chair, City Budget Committee, Eugene, OR (4 years) Vice Chair, Police Commission, Eugene, OR (4 years)

  • Insurance – We need to address our high cost of insurance immediately. So much of our resources are drained by the high cost of premiums. There are several ways we can address these costs by changing the regulatory environment and implementing programs to assist our citizens in having safer “fortified” homes. I have 18 years in the insurance industry as both a producer and at the executive level. I am very familiar with the Insurance Commissioner’s Office, legislative efforts, and NAIC policies.
  • Education – This isn’t a new problem. We have been consistently at the bottom of the rankings for decades. We need to provide parents with the tools to best educate their children. I am a believer in school choice and vouchers. Your money should follow your child. My wife is a 28-year public, private, DoD and Catholic school educator. I have taught business classes at the University of Oregon. I understand education.
  • Regulations – We have too many regulations. They harm our businesses and stifle growth. It shouldn’t take more hours to be a hairdresser than a police officer or to be florist vs an EMT. These artificial barriers stifle employment and create hidden costs for our businesses and citizens. Outside of licensing, there are opportunities in many departments to cut the red tape and create a streamlined effective way to protect the public while being more efficient. As the Budget Chair, I implemented a revamped “Service Expectations” which allowed the city and their residents to see each departments stated minimum service obligations and whether they were meeting them. My vision for our state is to create a prosperous place that people have several paths in creating the future that they want. A place where businesses can thrive, our children have the education they need to be successful, a place that is safe to live, work, and play. A place where our children can come back to after college and find career opportunities. A place that is competitive with neighboring states when it comes to taxation and the levels of service from our state agencies.
The lack of opportunity in the state, lack of education progress, high crime, and over regulation that stifles the economy.
Absolutely, a demonstrated understanding of the budget process, cause and effect, and a history of taking stances on issues through votes show the public the desire of the candidate to impact change and remain committed to their promises.
