August 11, 2023: Nine (9) states have indirect ballot initiative processes. In these states, when an initiative gets enough signatures from citizens, it then goes to the state legislature. The legislature can choose to adopt the measure into law, reject it, or take no action. If the legislature rejects it or takes no action, it then is added to the ballot so that voters can decide.
Fourteen (14) states have direct initiative systems, where initiatives go to the ballot when enough signatures are collected, without going through the state legislature first.
