August 13, 2025: Thirty-seven percent (37%) of voters say the U.S. should be required to follow international agreements, such as the Paris climate accords, even if they have not been ratified by the Senate. A Napolitan News Service national survey conducted by RMG Research found 43% say we should not be required to follow such agreements.
The survey also found that 49% say, when it comes to policies related to the environment, the U.S. should be required to follow rules set by international agreements like the Paris climate accords. Forty-one percent (41%) of voters say U.S. policymakers should make decisions based on America’s unique needs.
Methodology
The survey of 1,000 registered voters was conducted online by Scott Rasmussen on August 4-5, 2025. Fieldwork for the survey was conducted by RMG Research, Inc. Certain quotas were applied, and the sample was lightly weighted by geography, gender, age, race, education, internet usage, and political party to reasonably reflect the nation’s population of Registered Voters. Other variables were reviewed to ensure that the final sample is representative of that population. The margin of sampling error for the full sample is +/- 3.1 percentage points.

Survey questions
According to the U.S. Constitution, all treaties with other nations must be ratified by the United States Senate before they are binding. Suppose that the president signs an international agreement like the Paris climate accords, but it is not ratified by the Senate.
