February 5, 2024: Twenty-nine percent (29%) of voters believe the U.S. should be required to follow international agreements that are signed by the president, but which have not been ratified by the Senate. A Scott Rasmussen national survey found that 46% of voters believe that Senate ratification is necessary before international agreements become legally binding, which is in keeping with the U.S. Constitution.

The survey also found that 54% of voters believe that U.S. policymakers should make environmental decisions based on America’s unique needs and circumstances instead of following rules set by international agreements like the Paris Climate Accords. Thirty-five percent (35%) believe the U.S. should be required to follow environmental policies set by international agreements.

Methodology

The survey of 1,000 registered voters was conducted online by Scott Rasmussen on January 24-25, 2024. Field work for the survey was conducted by RMG Research, Inc. Certain quotas were applied, and the sample was lightly weighted by geography, gender, age, race, education, internet usage, and political party to reasonably reflect the nation’s population of registered voters. Other variables were reviewed to ensure that the final sample is representative of that population. The margin of sampling error for the full sample is +/- 3.1 percentage points.
