January 31, 2023: Forty-five percent (45%) of voters say that Congress should raise the debt ceiling in order to pay all of its legal obligations, but only with accompanying spending cuts. A Scott Rasmussen national survey found that just 24% say Congress should raise the debt ceiling without spending cuts, and 16% say Congress should refuse to raise the debt ceiling regardless of spending cuts.
Methodology
The survey of 1,000 registered voters was conducted online by Scott Rasmussen on January 17-18, 2023. Field work for the survey was conducted by RMG Research, Inc. Certain quotas were applied, and the sample was lightly weighted by geography, gender, age, race, education, internet usage, and political party to reasonably reflect the nation’s population of registered voters. Other variables were reviewed to ensure that the final sample is representative of that population.
The margin of sampling error for the full sample is +/- 3.1 percentage points.

Survey Question
The debt ceiling places a limit on how much money the federal government can borrow to pay its bills. If the debt ceiling is not raised in the near future, the government will be unable to pay all of its legal obligations after the middle of this year. How should Congress address this problem?
- 45%-Raise the debt ceiling, but only with spending cuts
- 24%-Raise the debt ceiling with no spending cuts
- 16%-Refuse to raise the debt ceiling
- 15%-Not sure
