October 24, 2025: Sixteen states do not have any private school choice programs. These states are North Dakota, Oregon, Washington, California, Colorado, New Mexico, Texas, Michigan, Indiana, Kentucky, New York, Massachusetts, Connecticut, New Jersey, Delaware, and Nebraska. Nebraska, however, has become the first state to join the federal school choice tax credit program. This program allows people to write off up to $1,700 from their federal taxes if they donate to an approved scholarship organization.
