September 23, 2025: Twenty-six states permit citizen initiatives. Initiatives can either be direct or indirect. Twenty-five states have a form of direct initiative, and nine have indirect initiatives. These initiatives allow for citizens to amend state statutes. A direct initiative goes straight to the ballot if enough signatures are collected. Indirect initiatives differ in that the state legislature decides on initiatives first, but if they reject or do not act upon them then voters get the chance to vote on them.
