September 3, 2025: Of the states where redrawing congressional district lines is required every 10 years, state legislatures play the dominant role in 33 states. Nine states use a commission that redraws the district lines, and two states use a hybrid system where a commission works with the state legislature. The remaining states do not redraw district lines, as they only have one district in their state.
