October 6, 2023: On September 19, Pennsylvania became the 24th state to implement automatic voter registration (AVR) for all eligible residents. The governor implemented AVR as a procedural change without seeking legislative approval.
Under the new policy, the state will automatically register residents to vote when they get driver’s licenses or state I.D. cards. Twenty-four (24) states and the District of Columbia use such a system.
Despite its widespread use, AVR is not popular with voters. In a recent Scott Rasmussen national survey, 51% favored a ban on automatic voter registration at DMVs. Thirty-five percent (35%) opposed a ban, and 13% were not sure.
