Scott Shine
Scott Shine was the District 2 representative on the Duval County School Board in Florida. He
faced
Samuel Hall, Shannon Russell and Theresa Graham in the general election on August 26, 2014. Shine and Hall advanced to the runoff election on November 4, 2014, where Shine won the open seat. Shine did not seek re-election in 2018.
Biography
Shine earned a B.S. in business administration from Virginia Commonwealth University. His career experience includes working in political consulting and consulting clients on the rehabilitation of residential real estate. Shine was appointed to the Jacksonville Waterways Commission in 2009. He and his wife, Tibby, have one child.[1]
Elections
2014
The August 26, 2014, general election in Duval County featured three seats up for election. Two races were determined in the general election. Incumbent Paula D. Wright defeated challenger Darryl Willie in the District 4 race. District 6 incumbent Becki Couch won re-election without opposition.
The general election determined if candidates for each seat could garner a majority of the vote total. Because no candidate received 50 percent plus one of the general election votes in District 2, the top two vote recipients advanced to the runoff election on November 4, 2014.
The District 2 race featured four newcomers running to replace incumbent Fred Lee, who did not file for re-election. Scott Shine and Samuel Hall advanced to the runoff election. Hall led by just two votes over Theresa Graham for second place in the general election. A recount was held which ultimately found Hall the second place winner with a four vote lead over Graham.[2] The fourth candidate, Shannon Russell, was defeated in the general election.

Funding
As of October 28, 2014, Shine reported $81,280.00 in monetary contributions and loans, $549.60 in-kind contributions and $48,416.85 in expenditures to the Duval County Supervisor of Elections, which left his campaign with $32,863.15 on hand.[3]

Shine supports, and will work to maintain, the current level of public safety officers in our schools. I support the increased use of technology and monitoring to prevent outside threats from harming our students. I believe we must always be vigilant. Student Readiness I want to see students achieve the best grades and highest graduation rates they can. What’s more, I support more emphasis on readiness for vocational training and college. Studies show that 9 out of 10 jobs in the new economy will require education beyond a high school degree. Local Decision-Making As my record shows, few are more committed and outspoken about preserving local decision-making than Scott Shine. We need to change the political landscape so more decisions regarding our local schools are made by our local representatives. Local problems and opportunities need quick and decisive action; Shine is for cutting bureaucracy so we can do the right things for children when and where the need is obvious. Support Teachers More than half of Duval County Public School teachers leave their jobs in the first five years of employment. Studies suggest this is largely due to job satisfaction. This is an important concern, as we know teacher effectiveness increases the longer they are working in the system. I support new methods to improve teacher satisfaction, recruitment and retention. Teachers are the engine that runs our education machine. We need to find the most effective teachers we can, and do our best to keep them in Duval County schools for the long term. Your Right to Speak Scott Shine is all about protecting citizen’s First Amendment right to speak at public meetings and will work to allow expanded opportunities to speak in committee meetings, where such practices are currently not guaranteed by the system. Public Representative I promise to be an accessible and responsive representative, and advocate for the families represented in the district. I have always been an advocate of the citizen in my community work here at the beach and throughout Jacksonville – my record speaks for itself. Shine is a pro-citizen leader. Leadership Team It takes a solid team to make our schools the best they can be. To do that, we need to recruit, support and retain the best credentialed and most effective superintendent and administrative leaders possible. Remember, we are the 22nd largest school system in the United States – and our leadership should come from the best in the nation! Transparency and Openness Scott Shine supports rigorously protecting Florida’s Open Government Laws and all citizens’ rights to access public records, where such access is guaranteed. As a former Jacksonville Ethics Commissioner, my record is clear – I will defend open government and citizens’ rights to information. I will never support any “backroom” deals under my watch. Expanded Early Testing for Learning Disabilities I support increased compliance with the Americans with Disabilities Act, making testing programs for learning disabilities more available to all students showing need. Today, our testing has been shown, at times, to be non-compliant with the law. Meeting the legal standard is the minimum – we need to go beyond this and institute proactive policies to identify and help these children. Every Child has only one childhood. We only have one chance. Let’s make it count.[5] |
