Scott Stucky is an Article I federal judge on senior status with the United States Court of Appeals for the Armed Forces. He joined the court on December 19, 2006, following a nomination from President George W. Bush (R). He served as the court's chief judge from July 31, 2017, until July 31, 2021. His term as a judge on the court expired on July 31, 2021.[1][2][3]

Early life and education

A native of Hutchinson, Kansas, Stucky earned his bachelor's degree from Wichita State University and his J.D. from Harvard Law School. Judge Stucky also holds a master's degree in history from Trinity University and a master's degree in international law from George Washington University.[4]

Military career

A biography of Judge Stucky from the American Bar Association described his military career as follows:[4]

... he received a commission as a second lieutenant, U.S. Air Force Reserve, through ROTC ... After his admission to the Kansas bar, Judge Stucky went on active duty as a judge advocate in the Air Force, serving in San Antonio, Texas; U-Tapao, Thailand; and Syracuse, New York ... From 1982 to 2003, Judge Stucky served in the Air Force Reserve as a judge advocate individual mobilization augmentee (IMA). He was three times appointed as an appellate military judge on the Air Force Court of Criminal Appeals, serving for a total of almost seven years on that court. From 1999 to 2001, he was the senior IMA in Washington, D.C., responsible to the Judge Advocate General for the training and readiness of some 120 Reservists. Upon his retirement as a colonel in 2003, Judge Stucky was awarded the Legion of Merit for outstanding service. [5]

Professional career

After leaving active duty service in the Air Force, Judge Stucky was a branch chief for the U.S. Nuclear Regulatory Commission. In 1983, he became a civilian legislative counsel for the Department of the Air Force. He became principal legislative counsel to the Air Force in 1987. Beginning in 1996, Stucky was general counsel to the United States Senate Committee on Armed Services. He served as minority counsel to that committee from 2001-2003.[4]

Stucky was nominated to the United States Court of Appeals for the Armed Forces by President George W. Bush on November 15, 2006.[6] Hearings on Stucky's nomination were held in the United States Senate Committee on Armed Services on December 4, 2006. His nomination was reported by U.S. Senator John Warner (D-Va.), on December 5, 2006. Stucky was confirmed by the full United States Senate by a voice vote on December 9, 2006. Since July 31, 2017, Stucky has served as the chief judge of the court. His term as a judge on the court expired on July 31, 2021.[7][1]
