Biography

Scott Tuxbury was born in Muskegon, Michigan. He earned a bachelor's degree in insurance and risk management from the University of Iowa in 1983. Tuxbury's career experience includes working in insurance underwriting. Tuxbury's professional credentials include working as a certified insurance counselor, as a chartered property and casualty underwriter, and as an accredited farm insurance specialist.[1]

My entire professional life has involved working on and with the issues that are regulated by this office. I purchased an underwriting business in 1992, that today employees 35 Montanans. During my over 37 years of traveling Montana and running a business, I know the unique problems and issues faced in each community. Working with small businesses and farmers and ranchers has been rewarding.

I am a certified instructor, teaching Montana law, business ethics, business insurance, and personal insurance. I've worked on legislative issues that impact consumers to expand insurance choices. I was appointed by Commissioner Rosendale to serve on the Montana Insurance Guarantee Association.

My commitment to protecting Montana and our values is strong. I've guided many horse trips into the wilderness areas of Montana, and I'm a passionate bow hunter, and fisherman.

I have two children, Colter and Kallie.

Community outreach. To be an effective Commissioner of Securities and Insurance, we have to educate consumers and increase awareness. My goal will be to prevent abuse and fraud before they take place through extensive outreach programs.

As a land board member, I am passionate about properly managing our lands. We must not only provide revenue for the schools, but we must look at the communities that are impacted by the decisions of the board. As a sportsman, I also know and understand the importance of public access to our lands.
The office is unique in the fact that it has a direct relationship on competition and pricing for insurance for all residents.
Ethics should be the most important characteristic for the office. The office is responsible for enforcing laws. It is imperative that the person obey our laws, and set an example for the public. We should only elect someone that upholds those principles.

We must also seek one that is committed to the office to serve the public, and for no other reason. The role is important, and to elect someone with only political aspirations would be an injustice.
The core responsibilities are varied for each of the separate duties.

The key for insurance is effective regulation of insurance companies, and promoting competition. First and foremost is to protect our Montanans.

Securities is similar, but we must be effective in preventing exploitation.

When I leave the office I would like to leave a legacy of education. My goal will be to develop an extensive outreach and education program for Montana.
My very first job was working in my family's insurance agency. I started working when I was 15 years old, as a general office assistant. My passion for insurance started shortly after I started working there. I continued to work for the next 4 years, until I left to attend college in Iowa to obtain a degree in Insurance.

My first job brings back some very bittersweet memories. My father was the 3rd generation to run the business, and had I decided to stay in Michigan I would have been the 4th. My lifetime desire to live in Montana was overwhelming, and I relocated here after college.
The most important responsibilities are;

1. to protect consumers by regulating insurers

2. to enhance competition and control costs
The actual title of "Auditor" is misleading, so many don't fully understand the breadth of the responsibilities;

1. Insurance- to regulate insurance companies, and insurance sales
2. Securities-to regulate sales and some placements

3. Land board seat-to oversee the Montana trust lands
I don't believe someone needs political experience, in fact I think it is beneficial to experience from the private sector. The office has too often been held by those seeking a political career, and no interest in the office.
We need someone with knowledge of all aspects of the office. To have a well rounded career in all aspects of insurance, securities and land issues should be a requirement. In addition, the skills and expertise to manage a business in Montana are important.
