Florida: Judge Frank L. Bell of the Escambia County Circuit court in Florida's First Circuit District has announced that he will retire when his term expires on January 3, 2011. At that time whoever has been elected as his replacement will be serving in Okaloosa County instead of Escambia. Chief Judge of the First Circuit Terry D. Terrell moved the seat after a workload study had indicated that Okaloosa had the highest caseload in the circuit.[1]
