The Sentinel Action Fund (SAF) is a super PAC based in Washington, D.C. that, according to its website, is "the only conservative super PAC with a year-round ground game committed to turning out absentee, early vote, and 'day-of' voters."[1] The organization was founded in 2022 as an affiliate of Heritage Action for America and relaunched in 2023 as a separate Super PAC from Heritage Action for America.[2]
Background
The Sentinel Action Fund was founded in 2022 by Jessica Anderson as an affiliate of Heritage Action for America.[2] At the time of the Sentinel Action Fund's founding, Anderson had worked for 12 years at Heritage Action for America, including as executive director and vice president.[3] Heritage Action for America's website describes its mission as "to fight for conservative policies in Washington, D.C. and in state capitals across the country."[4] Heritage Action for America is a 501(c)(4) sister organization to the Heritage Foundation. According to the Heritage Foundation's website, its mission is to "formulate and promote public policies based on the principles of free enterprise, limited government, individual freedom, traditional American values, and a strong national defense."[5]
On the founding of the Sentinel Action Fund, Anderson said in a statement that the organization would "work with real Americans in their own communities to elect real conservative fighters to Congress who will never back down from the fight to preserve American greatness. This mission has never been more urgent."[6]
In 2023, the Sentinel Action Fund relaunched as an organization that is "completely and legally separate from the Heritage Foundation and Heritage Action."[7]

Work and activities
Electoral activities and influence
The Sentinel Action Fund supports Republican candidates and utilizes get-out-the-vote (GOTV) tools with the goal of mobilizing Republican-leaning voters who don't regularly participate in elections.[8][9] The organization utilizes mail, door-knocking, phone banking, text messaging, and digital advertising campaigns.[10] In 2023, Sentinel Action Fund President Jessica Anderson wrote in a Substack post, "Conservative voters need to embrace voting by every tactic and tool available, including absentee ballots, third-party ballot collection, early in-person voting, and election day turnout. Sentinel Action Fund will fully embrace every single tactic available and build the technology needed to integrate the relational organizing pioneered by [Heritage Action activists] and bring it fully into the election space."[11]
The Sentinel Action Fund also launched a relational organizing campaign through the Numinar App. The campaign allowed volunteers in Pennsylvania, Ohio, and Montana to identify which of their friends had not yet voted. Then it allowed them to send a text message to their friend with information on how to request and return an absentee ballot.[12]
Support for crypto currency
The Sentinel Action Fund supports candidates who support cryptocurrency, and their website states they are "the only conservative Super PAC advancing Pro-Crypto Candidates and supporting Pro-Crypto Innovation in America."[13] The group drew support from cryptocurrency investment firms, such as Multicoin Capital.[14]
Additionally, after the U.S. House of Representatives voted to reverse a law that required cryptocurrency brokers to give more information to the Internal Revenue Service, Sentinel Action Fund President Jessica Anderson released a statement: "Rescinding the IRS Broker Rule is a sign to job creators that the United States is open for business and innovation. Thanks to Republicans leading the most pro-crypto Congress in history, this CRA resolution passed the House and Senate quickly and now heads to President Trump’s desk."[15][16]

The Sentinel Action Fund has a related 501(c)(4) organization, Right Vote.[17]
The group received fundraising support from Sen. Bill Hagerty (R-Tenn.). Sentinel Action Fund President Jessica Anderson said, "I really credit Senator Hagerty’s, leadership role in the donor community, his relationship with Trump, being able to show him the data and the messaging that he needed low-propensity voters to win and that we would be committed to turning them out. If all that hadn’t happened, I’m not sure we would be having the same conversation today."[18]
