Shane Haggerty is a member of the Ysleta Independent School District school board in Texas, representing District 3. He assumed office in 2020. His current term ends in 2029.

Haggerty is also a member of the El Paso Central Appraisal District in Texas. His current term ends on December 31, 2027.

Haggerty won re-election to the Ysleta Independent School District school board to represent District 3 in Texas outright after the general election on May 3, 2025, was canceled.

At the time of his 2017 run for office, Haggerty was retired from his position as a firefighter for the El Paso Fire Department. He has served as president of the El Paso STEM Foundation and board secretary of the Mexican American School Board Association.[1]

The city of El Paso, Texas, held a general election for mayor and city council on May 6, 2017. Runoff elections for mayor and city council and a special election for city council were held on June 10, 2017. The filing deadline for the May election was February 17 and the filing deadline for the June special election was May 1, 2017.

Mayor Oscar Leeser did not run for re-election in 2017. His seat and the city council seats in District 2, 3, 4, and 7 were up for regular election. The June special election, which advanced to a runoff on July 15, filled the vacancy created by the resignation of District 8 Councilwoman Cortney Niland.[2] Sam Morgan defeated Shane Haggerty in the runoff election for the District 4 seat on the El Paso City Council.[3]

Sam Morgan and Shane Haggerty defeated Diana Ramos and Jose Plasencia in the general election for the District 4 seat on the El Paso City Council.[4]

MY GOALS

The primary role as City Representative for District 4 should be to be an advocate for the people of the Northeast and ultimately the city. There are many issues that will come before us in the next four years. They include bond projects, increased quality of life, transportation and infrastructure issues like roads, services, business development and preserving Castner Range. In addition, we need to strengthen our community foundations to bring more jobs and opportunities to the Northeast; while developing a stronger relationship with Ft. Bliss, our soldiers and their families.

COMMUNICATION
The District 4 representative needs to be a fundamental and active communications link between the people and the city. In my role as school board member, I am constantly in touch with both citizens and business owners to ensure I understand their needs and desires. My open door policy is not Mon-Fri from 8:00 a.m. to 5:00 p.m. but is and will remain an 'around-the-clock' invitation to ALL who have questions or concerns regarding city issues.

AN ADVOCATE
I can and will be a valued partner with council, the mayor and the city manager, by taking advantage of my experience, skills and perspectives, gained from my seven years as a school board member, 21 years as a city employee and lifelong community advocate.

A SOLID FOUNDATION
I believe that the foundation of any thriving community should include education, the arts, shopping and recreation. If we want to attract strong companies to the area with better jobs, we must work to enhance and expand these categories. I also believe that the city should work closer with the county, our state delegation, our school districts and other entities to ensure we are using our tax dollars efficiently and our return on investment is positive.[7]
