Shannon Russell was a candidate for the District 2 seat on the Duval County School Board in Florida. She faced Samuel Hall, Theresa Graham and Scott Shine in the general election on August 26, 2014. Russell did not advance to the runoff election.

Russell earned a B.S. in secondary education from Central Michigan University. She has been a high school teacher since 1996 including 14 years in Duval County. Russell serves as a board member and head union representative for Duval Teachers United.[1][2]

The August 26, 2014, general election in Duval County featured three seats up for election. Two races were determined in the general election. Incumbent Paula D. Wright defeated challenger Darryl Willie in the District 4 race. District 6 incumbent Becki Couch won re-election without opposition.

The general election determined if candidates for each seat could garner a majority of the vote total. Because no candidate received 50 percent plus one of the general election votes in District 2, the top two vote recipients advanced to the runoff election on November 4, 2014.

The District 2 race featured four newcomers running to replace incumbent Fred Lee, who did not file for re-election. Scott Shine and Samuel Hall advanced to the runoff election. Hall led by just two votes over Theresa Graham for second place in the general election. A recount was held which ultimately found Hall the second place winner with a four vote lead over Graham.[3] The fourth candidate, Shannon Russell, was defeated in the general election.

Funding

Russell reported $3,858.83 in monetary contributions and loans, $800.00 in-kind contributions and $3,354.19 in expenditures to the Duval County Supervisor of Elections, which left her campaign with $504.64 on hand.[4]

I am a strong advocate of public education. I attended public schools in Michigan, and I graduated from Central Michigan University with a Bachelor of Science in Education. As a veteran teacher of eighteen years, I know our students, parents, teachers, administrators, schools, and communities. I know and understand their needs and concerns because I live and breathe them every single day. Education is my passion. I am tired of unfunded state mandates and harmful district decisions that do not work and hurt our children. I do not support excessive and high stakes testing, charter schools, vouchers, or the Common Core Standards. Their implementations do not have our children's best interests at heart. I support smaller class sizes, greater teacher autonomy, and a quality education for all students. I will be accessible to meet with all members of our communities to ensure your voices and input are heard. I serve as a leader as a member of DTU's board of directors, a union representative, and a member of school-related committees. I will continue to advocate for our students and public schools.
