Shawn Garvin was the Delaware Secretary of Natural Resources and Environmental Control. Garvin assumed office on March 15, 2017. Garvin left office on January 7, 2025.

Garvin was nominated to the position by Governor John Carney Jr. (D) on December 30, 2016. He was confirmed by the Delaware State Senate on March 15, 2017.[1][2]

Biography

Garvin has worked for more than 20 years in federal and local government positions. He previously served as the administrator of Region III for the U.S. Environmental Protection Agency (EPA) and as the region's senior state and congressional liaison. He also served as an aide to former U.S. Senator Joe Biden and as an executive assistant to former New Castle County Executive Dennis Greenhouse.[1]

Political career

Natural Resources and Environmental Control (2017-2025)

Garvin was appointed as Delaware secretary of natural resources and environmental control by Governor John Carney Jr. (D) on December 30, 2016. After confirmation by the Delaware State Senate, he assumed office on March 15, 2017.[1][2]

Republican state senators initially blocked Garvin's nomination, citing concerns about his previous roles with the U.S. Environmental Protection Agency (EPA) under former President Barack Obama (D). According to The News Journal, the Republican state senators claimed that the EPA under the Obama administration had "been too heavy-handed and made life difficult for farmers and small businesses."[3][4]

Democrats secured a majority in the Delaware State Senate following the special election of Stephanie Hansen in February 2017. The majority allowed the senators to confirm Garvin's nomination on March 15, 2017.[4]
