Shay Hawkins
Shay Hawkins (Republican Party) ran for election to the U.S. House to represent Ohio's 13th Congressional District. He lost in the Republican primary on May 3, 2022.
Hawkins also ran for election to the Ohio House of Representatives to represent District 15. He did not appear on the ballot for the Republican primary on August 2, 2022.
Biography
Hawkins received a bachelor’s degree in economics and a law degree from Ohio State University and a master’s degree in business administration from Columbia University. He had worked as a lead policy advisor for U.S. Sen. Tim Scott (R-S.C.), as president and chief executive officer of the Opportunity Funds Association, and as an adjunct professor.[1]

While serving as a Senate Tax Counsel, Shay Hawkins helped create Opportunity Zones. This policy is designed to ensure that PRIVATE investment is directed to economically distressed communities across the country. In just a few years, Opportunity Zones have generated $75 billion in private investment across the U.S. Shay would like to see this investment continue so that more Americans can be lifted out of poverty. Shay is committed to defending this vital legislation so that more distressed communities can experience the benefits of economic development, job creation, and revitalization.
Shay Hawkins believes that every child should have access to a quality education regardless of zip code. Every parent deserves equal access to whatever education option works best for their child, be that public school, charter school, private school or home school. Shay will support legislation that expands options available to parents and strengthens America's educational system as a vehicle for upward mobility.
Under this administration, inflation is at a 30-year high and fueled by out-of-control spending. |Before co-founding the Opportunity Funds Association I served as Staff Director for the Subcommittee on Energy, Natural Resources, and Infrastructure and the Senior tax and economic policy advisor to Senator Tim Scott (R-SC), a Senate Finance Committee Member. I served as Senator Scott's lead policy advisor throughout the 2017 Tax Cuts and Jobs Act (TCJA). During the legislative process, I was the driving force behind the Opportunity Zones provision, working with House and Senate Conferees, the White House, and other key stakeholders to ensure its inclusion in the final package. Since enactment, I have worked with the Treasury Department to develop necessary regulations for Opportunity Zones that will rapidly deploy capital into distressed urban and rural communities. I first became involved in the development of legislation on Capitol Hill as Tax Fellow to Representative Jim Renacci, (R-OH 16) where I was part of a team of tax attorneys that developed a comprehensive tax reform plan.
Prior to coming to Capitol Hill, I spent five years as an investment banker serving firms in the Technology, Media, and Telecoms sector.
A native of Cleveland Ohio, I started my career as a broker in the online division of what is now Credit Suisse. I earned my BA in economics from The Ohio State University, my MBA from Columbia Business School as a Credit Suisse First Boston Fellow, and my JD from the Moritz College of Law at OSU.- There are a number of problems that can be solved with a good job. Unfortunately Ohio is creating fewer jobs than many of our neighbors. We must reform Ohio's tax code to develop a culture of entrepreneurship and drive job creation. We must also ensure that entrepreneurs and small businesses are treated the same as large businesses.
- Ohio needs to assure an all of the above' energy solution, which includes nuclear, coal, oil, gas, wind, and solar. We should protect our natural resources including Lake Erie through personal stewardship, business innovation, and fair treatment by government.
