Three of the nine seats on the Sheboygan Area School District school board were up for general election on April 5, 2016. The three incumbents—Marcia Reinthaler, Mark Mancl and Susan Hein—ran unopposed and won re-election to their seats.[1]

Voter and candidate information
The Sheboygan Area School District Board of Education consists of nine at-large members elected to three-year terms. While the members are elected at large, they fill seats representing different parts of the city. There was no primary election, and the general election was held on April 5, 2016. The board members elect a president, vice president, clerk and treasurer during an organizational meeting within 30 days of the fourth Monday in April.[2]
To be elected to the board, candidates must reside in the boundaries of the school district for 28 days prior to the filing of a "Declaration of Candidacy" form. Furthermore, at the time of taking office, each candidate must be a resident of the apportioned area he or she is elected to represent.[3] Candidates must also be 18 years old and citizens of the United States. Unless pardoned, those who have been convicted of a felony are not eligible for election to office in Wisconsin.[4]
Candidates had until January 5, 2016, to collect between 100 and 200 signatures for their nomination papers. The signatures had to come from residents of the district where the candidate sought election, but the petition circulators were not required to reside in the district or municipality. Circulators were required to be U.S. citizens and 18 years or older.[5]

Campaign finance
No contributions or expenditures were reported during the election, according to the Sheboygan Area School District. Any candidate spending or receiving less than $2,000 was not required to file a campaign finance report.[8][9]

The Sheboygan school board is made up of nine members and has three seats up for election every year. In 2016, the district had three unopposed incumbents running for the three seats up for election. In 2015, 40.45 percent of school board candidates in America's largest school districts by enrollment were unopposed incumbents. Approximately 17 percent of candidates in Wisconsin's largest school districts were unopposed incumbents in 2015.
In addition to the 2016 election, Sheboygan Area School District also had three unopposed incumbents up for re-election in 2014. The 2015 election had two incumbents running against three challengers for three seats. This gives the district a three-year average of 1.22 candidates per seat.
Issues in the district
Long-time superintendent announces retirement
In February 2016, Sheboygan Area School District Joseph Sheehan announced his plan to retire at the end of the 2016-2017 school year. Sheehan worked for the district for 27 years. He served as superintendent for 17 years. Before becoming the superintendent in 1995, he served as the assistant principal at Urban Middle School, the principal at James Madison Elementary School and the assistant superintendent of human resources.
Board president David Gallianetti sent an email to the staff saying the board would develop a plan for finding a new superintendent in upcoming board meetings. He confirmed that the first step in the process would be to speak with a representative from the Wisconsin Association of School Boards for advice and guidance. Gallianetti also assured the staff that their thoughts and concerns would be taken into consideration during the process. Both Gallianetti and Sheehan said they had been discussing plans for the superintendent's retirement since 2015.[10]

The Sheboygan Area School District is located in Sheboygan County in eastern Wisconsin. The county seat is Sheboygan. Sheboygan County was home to 115,290 residents in 2014, according to the United States Census Bureau.[11] The district was the 10th-largest school district in the state in the 2013–2014 school year and served 10,288 students.[12]

Higher education achievement
Sheboygan County underperformed compared to the state of Wisconsin in terms of higher education achievement in 2013. The United States Census Bureau found that 22.4 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 26.8 percent for the state as a whole.[11]

The median household income in Sheboygan County was $52,920 between 2009 to 2013, while it was $52,413 for Wisconsin.[11] During that same time period, the median household income for the entire United States was $53,046.[13]
Poverty rate
From 2009 to 2013, the poverty rate in Sheboygan County was 9.5 percent. During the same time period, the poverty rate statewide was 13.0 percent, and it was 15.4 percent for the country was a whole.[11][13]
