Biography

Brock earned associate degrees from Boise State University and the College of Western Idaho. Her professional experience includes working as a certified surgical technologist at Saint Alphonsus Regional Medical Center. Brock has served as the president of the board of directors of the non profit Citizens Allied for Integrity and Accountability. She has also worked as a horse breeder, horse trainer, and equine artist.[1]

Shelley Brock is a 50 year resident of Idaho, a mother and grandmother, community justice advocate, healthcare professional and rural landowner. She was born in Enid, Oklahoma and travelled across the US and Europe as the daughter of an Air Force pilot before settling in Eagle. She earned an Associate of Applied Science Degree in Surgical Technology from Boise State University and College of Western Idaho and has worked as a Certified Surgical Technologist in the operating room at Saint Alphonsus Regional Medical Center in Boise for 12 years. She sits on the advisory board for the CWI Surgical Technology program and also serves as President of the Board of Directors of the Idaho based citizens’ advocacy non-profit Citizens Allied for Integrity and Accountability. Brock is a country girl, who understands the importance of self reliance, open spaces, independence, and being personally responsible and accountable for her actions. She has also worked for over 35 years as a professional horse trainer and renowned equine artist.
  • The partisan extremism sweeping across our state is profoundly destructive to our culture and democracy. Too many of our lawmakers continue to pass unconstitutional bills based on fear-driven non-issues in order to score political points for re-election, while ignoring serious problems that actually impact Idahoan’s lives. Inevitably these bad bills are struck down in the courts, while taxpayers shoulder the cost of the state defending them. When I’m elected I’ll work hard to address real issues impacting Idahoans; skyrocketing property taxes, predatory rental fees, out-of-control growth, housing shortages, inadequate education funding, access to healthcare, crumbling infrastructure, and preservation of our water, air and public lands.
  • As a long time Idahoan, rural landowner and community justice advocate I will continue my community advocacy work at the state level to protect Idahoans’ constitutional freedoms, property rights, the health and safety of their families and our water, air and public lands from government and corporate overreach.
  • I am deeply committed to providing desperately needed funding for education. Our dismal failure as a state to adequately fund our public school system correlates directly to the meteoric rise in property tax rates. Because our state legislature continues to abdicate its constitutional duty to provide a 'thorough system of public schools', our schools depend on supplemental bonds and levies, placing the burden on the back of property owners.
I’ve been a leading voice for the protection of Idahoans and their property from the negative impacts of irresponsible oil and gas drilling and other polluting industries that have been allowed by our lawmakers to operate too close to our homes, schools and rivers. I’m for free enterprise. I’m for development. Idaho is resource rich and we have opportunities but we have to strike balance so we don’t have laws that are only concerned with maximizing the short term profits of an out of state company without any consideration for the long term costs to Idaho families. No other candidate has worked more tenaciously to hold local and state officials accountable for protecting our Constitutional freedoms, property rights, property values and tax base. Preservation of the air we breathe and water we drink, recreate and grow our produce in are quality of life issues that know no partisan boundaries.
I deeply admire former President Jimmy Carter for his work ethic, humility, empathy and compassion and for giving back to his community and others long after his service in office ended. I see him as an inspiration; a shining example of what it means to live life with your faith as a beacon.

My experience as a community justice advocate has given me broad perspective on what happens when special interest groups are given too much power over lawmakers. My strong work ethic, problem-solving instincts and ability to bring folks together from all viewpoints and political persuasions have enabled me to effect change at both the local and state level that has already helped level the playing field for citizens.
When I leave this earth I hope I will be remembered as someone who was a peacemaker, someone who saw both sides of every issue and exuded empathy and compassion for others. I hope I am remembered as someone who fought for fairness and justice, who wasn't afraid to be David against Goliath when the health, safety, quality of life and opportunities for the future of our kids was at stake. And if my grand babies come to me one day and say "Grandma when you saw what was happening what did you do to stop it?" I want to be able to say without hesitation, "I did everything I could baby."
I remember the assassination of John F. Kennedy. We were stationed in Italy at the time and I was 7 years old. I recall seeing the funeral on TV and my mother crying and hanging a black piece of cloth up on our front door to signify mourning. I was too young to understand the magnitude of such a loss but I knew it was something awful.
My favorite book of all time is without a doubt Lee Strobel’s “The Case For Christ”. That book became a beacon of hope for me after the loss of my oldest son. It helped lead me to a faith that now guides and sustains me.
Surviving the death of my oldest son has been a long and painful journey. Joe died in an accidental drowning in the Boise River at the young age of 21. The loss of a child is something you never get over. It’s a journey to survive; putting one foot in front of the next - one minute, one day, one month, one year and one decade at a time. I’ve had to learn to live my life in a different dimension, to be productive and not allow my grief to cripple me as it did the first couple of years after he left us. If there was a gift in this tragedy it’s that Joe’s leaving brought me to a place of deep faith. It also inspired me to live the rest of my time here on earth striving to achieve the things he never lived long enough to do. Everything I do is in his memory, and for the good of his brother and sister, and future generations of Idahoans.
Keeping Idaho Idaho, restoring balance to our legislature, protecting and preserving ground and surface water for the burgeoning growth we are experiencing, addressing climate changes and drought, providing adequate funding for public education and meeting infrastructure needs to meet both our current population and further growth, protecting our public lands and public school system from privatization, providing more housing and lowering property taxes so citizens - especially the elderly and low income - can afford to stay in their homes.
While there are obvious benefits to having some experience dealing with government processes and a basic understanding of how our government agencies operate, I think there are also advantages to starting out fresh, enthusiastic, energetic and not beholding to special interest groups. While a certain amount of experience is always valuable, career politicians are the reason there is such a push for mandatory term limits.
I’ve heard many stories from voters in my district and beyond who have had their property rights and constitutional freedoms violated by government agencies and polluting industries. Their anger and feelings of betrayal are what initially sparked my passion as a community justice advocate. I’ve also talked to many citizens who are outraged by the legislature’s failure to properly fund public education, the impacts that has on their burgeoning property taxes, teachers and other school staff who have had to leave the profession or state because they are so badly underpaid, citizens who are frustrated by the massive growth we are experiencing and the lack of water resources, schools and infrastructure to support it. Above all I hear stories from Republicans and Democrats alike about how tired they are of the extremism we are witnessing and their desire for the political posturing to end and our elected officials to work together to solve the problems Idahoans face.
There are times when we all need to compromise but policy makers should never compromise when it comes to ethics or accountability to our constituents.

It's personal for me; it's how I got involved in wanting to do public service. It started with threats to our property rights, the health and safety of our families, and our water and air. I realized I was watching government make decisions that were hurting everyone. There's never been a more critical time to protect what we love and what brought so many of us and our ancestors here in the first place: epic landscapes, pristine rivers, clean air, abundant wildlife, and safe and welcoming communities.

I most look up to my mother who passed after a hard-fought battle with ovarian cancer in 1993, far too early in her life. Her work ethic and energy, positive spirit, compassion and patience in raising 3 young children as the wife of a military officer while running a household and moving us every couple of years across the US and Europe was a herculean task. She was always my greatest supporter and taught me love, empathy and tolerance. They say the greatest monument to any parent is their children and I hope and pray I reflect even a shadow of her qualities during my time on earth.

As far as famous figureheads, I deeply admire former President Jimmy Carter for his work ethic, humility, empathy and compassion and for giving back to his community and others long after his service in office ended. I see him as an inspiration; a shining example of what it means to live life with your faith as a beacon.
I believe all public servants should listen to their constituents with open ears and an empathetic heart. Elected officials should learn about the issues that affect citizens from those citizens and peer reviewed evidence-based facts, not just from lobbyists who wine and dine them at the capital while their constituents are too busy working or are otherwise unable to have their voices heard. I believe too many of our elected officials from both parties have forgotten who they work for. I will always fight for justice and will take my oath of office with reverence by putting my constituents' rights and basic needs first.

I've heard countless stories from residents of my district who have expressed fear of their water being contaminated, their property values being reduced and their families sickened by oil and gas drilling that has occured in other districts and could take place there in the future. Many others have expressed deep concern that their irrigation water could be contaminated by the proposed discharge of municipal sewage effluent in the very near future. Virtually everyone living in my district is extremely upset by the fact that their property taxes are escalating out of control largely because of school bonds and levies brought about by crushing development and improperly managed growth.
