Sheri Carter
Sheri Carter was a member of the Madison Common Council in Wisconsin, representing District 14. She assumed office in 2015. She left office on April 18, 2023.
Carter ran for election to the Madison Common Council to represent District 10 in Wisconsin. She lost in the primary on February 18, 2025.
Biography
Carter earned a B.A. in economics from the University of Wisconsin, Madison.[1]
Carter's professional experience includes work as an executive assistant for the Wisconsin Department of Health Services. She has served as the president of the Arbor Hills Neighborhood Association, the board president of Porchlight, the chair of the South Metropolitan Planning Council, and a member of the Junior League of Madison, the NAACP of Dane County, the Madison Public Library Board, and the Zoning Code Rewrite Advisory Committee.[1][2][3][4]

The city of Madison, Wisconsin, held an election for common council on April 4, 2017. The filing deadline for candidates who wished to run in this election was January 3, 2017.
All 20 common council seats were up for election in 2017. Incumbents ran for re-election in 19 of the 20 districts. They were unopposed in 15 of those races. Incumbent Sheri Carter defeated Jose Rea in the general election for the District 14 seat on the Madison Common Council.[5]

“ | As the city continues to grow, we must work on several fronts that affect our community: community sustainability, racial inequities, environment preservation, and homelessness. With your support, we can continue to increase economic development, pathways to higher education and career assistance, and entrepreneurship in District 14. This is what motivated me to run in 2015 and still drives me to continue to serve my district...
I know that in the next few years, Madison is going to come to a crossroad. I am ecstatic that our community continues to grow and diversify. However, we cannot have development at the cost of out-pricing residents from their neighborhood. I am deeply committed to have community engagement between neighborhoods and developers. In addition, I want to ensure that our public transportation meets the needs for the residents who want to reduce their carbon footprint as well as the residents who use public transportation exclusively. I am ready to continue the discussion on how we can develop a transportation system that serves every resident. I have supported and will continue to support the city’s 'housing first' initiative for the chronically homelessness residents. As part of that initiative, in 2016 I was proud to support Rethke Terrace, a four-story, 60-unit complex that opened its doors to our veterans and qualifying homeless individuals. It was the city’s first permanent supportive housing site and a collaboration between federal, state, county, city and community agencies with supportive services for the residents. I support seeking educational achievement options, including career readiness in both the local school level and higher education institutions. There needs to be an internal assessment of what is working or not working, and outreach to those who are impacted by the system. Incorporating trade unions pre-apprenticeship programs will only help our kids achieve their goals. I have worked for years in support of the Southside Madison College campus and will continue to support the expansion of Madison College South Campus. I have advocated for degree-related courses and certificate programs at our campus. However, I also understand the importance of providing educational services to all Madison residents who live in the central city as well in south Madison. Madison College is vitally important to the economy as they provide work readiness proficiencies.[14] |

Your concerns are my concerns; we need to continue working with the city to reduce crime in our area, and work with the UW South Madison Partnership and MATC to bring educational opportunities to residents who may not otherwise be able to afford continuing their education. We need to solve the affordable housing crisis that plagues our residents and the homeless. In addition, I want to see our district grow in every way, especially in the area of economic development. South Madison is a diverse and cultural area of Madison, and we need to harness that energy into economic opportunities. We also need to increase our services in south Madison, and we need to work with industry leaders to end the food desert that is surrounding our area. This will not only increase our tax base, but will bring much-needed jobs for our residents and also attract outside groups to visit south Madison.[14] |
