Homelessness & Veterans - Coordinating a Compassionate and Effective Response
Every veteran from North Las Vegas answered our country's call. When they return home, they deserve our unwavering support. At the same time, homelessness in our community affects families, seniors, and individuals, especially in the older neighborhoods of Ward 1. We need a local plan that ensures no one is left without safe housing, dignity, and opportunity.
My Focus Will Be On:
- Reviving the Veteran-Housing Initiative: A 112-unit veteran housing project was previously proposed for the vacant, commercially-zoned (C-1) lot at 3470 E Centennial Pkwy, across from the VA hospital. It was blocked because the zoning was only for commercial use. Now, with Nevada's AB 241 in effect, which requires cities to allow housing on commercial land, we have a new tool to overcome this barrier. I will champion the use of this state law to revive this project and get it built.
- Wrap-Around Support for Veterans and At-Risk Residents: Housing alone is not enough. We must coordinate employment and training pathways (linking to my apprenticeship agenda), mental health support, and a local stability fund to help with move-in costs and prevent homelessness before it starts.
- Affordable Transitional and Permanent Housing: I will promote mixed-use developments in Ward 1 that include affordable units and partnerships with nonprofits to convert vacant properties into housing with support services.
- Community-Led Outreach: We will foster a neighborhood-based network, including regular "Veteran Stand-Down" events and resident-led advisory committees to guide homeless services in Ward 1.
My Promise
We will never forget our veterans, and we will not ignore any resident in Ward 1. I am committed to using every tool available, like AB 241, to clear away bureaucratic barriers and deliver the housing and support our veterans and at-risk residents deserve.
Public Safety - Safer Communities and Stronger Infrastructure
North Las Vegas faces real safety challenges, especially in the older parts of Ward 1. Crime rates here are higher than the national average. Residents are rightfully concerned about police staffing, emergency response times, and pedestrian safety. While our city budget may not allow for new fire stations or a major increase in staff right now, we can still take action to improve safety.
My Focus Will Be On:
- Smarter Police Staffing and Recruitment: We need to use targeted tools like recruitment and retention bonuses, along with neighborhood-based assignments. This helps get more officers into our communities where they are needed most.
- Crosswalk Visibility and Safe-Route Corridors: Ward 1 has some of the city's oldest and busiest intersections. Many crosswalks have faded paint and poor lighting. I will push for a citywide "Visibility and Safety Initiative" that includes:
- Repainting high-use crosswalks.
- Adding reflective markings.
- Upgrading to LED street lighting near schools, senior residences, and transit stops.
- Partnering with local businesses and community volunteers for repaint days where possible.
- Faster Fire-Response Without New Stations: Instead of waiting years for full funding for new stations, we can expand the use of:
- Mobile response units.
- Partnerships with neighboring jurisdictions.
- Modular or temporary "micro-stations" in high-need areas.
My Promise
Your safety should not depend on which part of the city you live in. Even with budget constraints, we can take immediate, practical steps to protect families, seniors, and children in Ward 1.
Revitalization - Ward 1 and Rebuilding Historic North Las Vegas
Ward 1 includes the original neighborhoods that built North Las Vegas. Yet, these areas have not received the same level of investment as newer parts of the valley. Our streetscapes, small business corridors, public spaces, and downtown core all need attention and care.
My Focus Will Be On:
- A Focused Ward 1 Revitalization Plan: We need targeted investment in our original neighborhoods, including upgrading sidewalks and lighting, installing updated signage, creating ADA-accessible walkways, and adding landscaping.
- A Downtown That Reflects Our Community: Downtown North Las Vegas has great potential, but it needs a clear redevelopment plan. I will champion a revitalization strategy that encourages façade-improvement grants for small businesses, pop-up markets for local vendors, public art, and transforming vacant buildings into small business hubs and youth centers.
- Public-Private Partnerships with Accountability: New development must serve our residents first. Any city-supported project will prioritize community benefits, job creation, cultural preservation, and affordability.
My Promise
Ward 1 deserves visible, meaningful investment, not just promises. I will fight to restore pride, support local businesses, and uplift the historic heart of North Las Vegas.
Affordable Housing - Fair Rentals, and Homeowner Protection
North Las Vegas is struggling with rising rents, increasing home prices, and the risk of displacement in older neighborhoods. Families deserve access to safe, stable, and affordable housing. Longtime residents should be able to stay in the communities they helped build.
My Focus Will Be On:
- Expanding Down-Payment Help: I will support programs that help hardworking residents, especially long-time renters, become homeowners through down-payment assistance, closing-cost support, and homebuyer education.
- Protecting Homeowners in Older Neighborhoods: Many Ward 1 homes are aging and need support. I will advocate for:
- Home-repair grants for seniors and low-income homeowners.
- Property-tax relief options.
- Upgrades to sidewalks, drainage, and utilities to add value and reduce maintenance costs.
- Fair Rental Protections: Tenants deserve stability and transparency. I will promote policies that create predictable rental increases and prevent displacement when large apartment complexes change ownership.
- Encouraging Responsible, Affordable Development: New affordable housing must be built with the community in mind, ensuring that new homes remain accessible to working families.
My Promise
A thriving Ward 1 must include residents at every income level. Housing stability strengthens our neighborhoods, our schools, and our local economy.
A Main Library – Investing in a Central Hub for Our Community
North Las Vegas has three library branches, but we lack a fully modern, centrally located main library with comprehensive services. Many residents, especially students, seniors, and families in Ward 1, find it difficult to get to the current locations.
My Focus Will Be On:
- A New Main Library in a Central Location: Our city needs a flagship library near the heart of the community, with easy access by bus, bike, foot, and car. Ward 1 is the ideal location for it.
- A True Learning and Resource Hub: A modern library should offer:
- Computer labs and workforce training services.
- Small-business resource centers.
- Meeting and event rooms for community use.
- Youth reading programs and free tutoring.
- Makerspaces and digital literacy programs.
- A Library That Anchors Downtown Revitalization: A strong library attracts people and supports surrounding businesses. I will champion a facility that becomes a centerpiece for our community.
My Promise
I am committed to doing everything I can to bring a new, centrally located main library to Ward 1. Access to knowledge creates access to opportunity, and investing in a modern library is an investment in every resident’s future.
Jobs & Apprenticeships - Building Pathways to North Las Vegas Careers
Not every student wants or needs a four-year degree. Nevada has a strong network of state-recognized apprenticeship programs in fields like the trades, advanced manufacturing, health care, and logistics. But our students need better access and clearer pathways to these opportunities.
My Focus Will Be On:
- Connecting Apprenticeship Partners to Our Schools: I will push for strong partnerships between our Ward 1 schools and Nevada's registered apprenticeship programs in construction, electrical, healthcare, IT, and other skilled trades.
- A Career and Trades Navigator in Every High School: Students deserve guidance from trained specialists who can explain apprenticeship options, potential wages, training timelines, and job placement opportunities.
- Earn-While-You-Learn Opportunities for Teens: By building stronger relationships with trade unions and local businesses, we can open doors for high school students to gain real-world experience before they graduate.
