Biography
Shibu Samuel earned a graduate degree from the Oakland University William Beaumont School of Medicine in 2012. His career experience includes working as a CEO and having businesses in hospice care, home health, wheelchair transportation, pharmacies, foodstuffs, and recycling.[1]

|Shibu is an entrepreneur and CEO of multiple businesses in Garland and abroad. He serves these businesses with full integrity with his family.
Shibu has been in Garland for 13 years, after moving from Roseville, Michigan. He lives in District 4 in Garland alongside his wife of 31 years, Susan, and their three children, Allan, Kripa, and Angela.- Make Garland Safe & Clean. We deserve safe neighborhoods, clean streets, and a thriving marketplace of businesses and job opportunities. I am committed to working alongside our city workers to ensure Garland has safe and well-maintained roads. My leadership experience in business has prepared me to tackle challenges efficiently and effectively. As Mayor, I will make sure we have the resources available to maintain and improve infrastructure in Garland.
- Support Our Police & Fire Departments. We must prioritize the safety, health, and well-being of all Garland residents. I will empower our law enforcement professionals to take on crime and encourage community engagement. My goal is to make every neighborhood in Garland a safe place to raise a family. As Mayor, I will work alongside our first responders to provide them with the tools and support needed to maintain the highest standard of service for our city.
- Attract Quality Businesses. Our residents deserve to have quality businesses locally, rather than having to travel to neighboring towns. Garland is a hardworking city that has the potential to become an even better place to live and do business. I plan on lowering the cost of doing business in Garland by lowering taxes and working alongside business owners to provide incentives that help the wellbeing of the city. By making Garland more business-friendly, we can attract diverse industries and create jobs that support our local economy, allowing residents to enjoy more options right here at home.
The mayor serves as the voice of the people. This means actively listening to residents, understanding their needs, and ensuring their concerns are addressed in local governance. It’s about being a bridge between the community and decision-makers at every level.
Economic growth is another key responsibility. Garland thrives when our local businesses are supported, new industries are attracted, and opportunities for good-paying jobs are created. As mayor, I will work to ensure our city remains a hub for innovation and opportunity while preserving the character of our neighborhoods.
Public safety is fundamental. This includes supporting our first responders with the resources they need and implementing initiatives that make our streets, schools, and public spaces safe for all. Safety is the foundation of a strong and prosperous community.
Equally important is investing in infrastructure. From maintaining our roads and utilities to enhancing parks and public spaces, the mayor must prioritize improvements that enhance residents’ quality of life and prepare Garland for future growth.
Community engagement is vital. Transparency, accessibility, and open communication build trust between city leadership and residents. I will prioritize keeping Garland informed and involved in the decision-making process.
Lastly, fostering education and opportunity is essential. By working with local schools, colleges, and workforce programs, we can empower our youth and ensure that every resident has access to pathways for success.
