Biography

Shirley Mitchell was born in Lexington, Kentucky. She attended Lafayette High School and then earned her bachelor's and master's degrees in engineering from the University of Kentucky. Mitchell also obtained her master's in project management (M.P.M.) from George Washington University and her project management professional (P.M.P.) licensure. She served in the U.S. Navy, where she was promoted to officer, from 1993 to 1998.[1][2]

All my life, I've lived in the 45th District of Kentucky, except when I was serving our country as an officer in the U.S. Navy. I have a loving husband and 3 daughters. For most of my career, I have been a woman leading in technology, working at Lexmark for 20 years, and the past 2 years at Valvoline. I have vast experience in the business sector, working with large diverse teams to create solutions based on our customers' input-I've succeeded because I listen. During my career, I've worked for causes such as serving on the Board of Directors for The Refuge for Women aimed at preventing human trafficking. I've worked in women's ministry for over 20 years, including teaching, counseling, and leading two citywide events. Our paths may have crossed because you saw me volunteering in our schools, teaching for Junior Achievement, building houses for Habitat for Humanity, and teaching kindergarteners at church.
  • Our guiding principle should be that every child in every county should have equal access to a quality, public education in every county in Kentucky, regardless of income, social status, ethnicity, and learning styles. To become all I know Kentucky can be, we need vibrant public schools, teachers who feel valued (A pension is a promise), an environment where all students can learn, and universities that are seen as our pathway to economic growth. I stand for kindergarten readiness, building a strong cradle-to-career pipeline through integrated school supports, boosting STEM Education, expanding magnet programs, and equipping English Language Learners.
  • Every Kentuckian should have access to quality, affordable medical care. We need to cap the out of pocket cost of insulin, end surprise medical billing, and protect healthcare coverage for those with pre-existing conditions. I would be a voice for female specific healthcare issues. American maternal mortality rates are on the rise and are some of the worst in the developed world, especially among women of color. Quality Healthcare empowers people to care for their families, work their jobs, and live their lives.
  • When we invest in our students and our teachers, we are ensuring our state's workforce is competitive and prepared for the jobs of the future. We must grow our economy in smart, strategic, and sustainable ways. Supporting and investing in agritech and agriculture, Kentucky's signature industries. Recruiting high-tech, high-paying startups, as well as preparing for the skilled workers shortage. Supporting renewable energy so that the jobs and industries of the future see Kentucky as a viable place to operate, bringing jobs and prosperity. Protecting our farms and our natural environment; encouraging tourism and making Kentucky a great place to live will help our people and our economy.
As a strategic visionary, I'm passionate about strengthening public education, positioning Kentucky for the industries that will grow in the upcoming years, and keeping our talented, hard working people in state by giving them livable wages and affordable, quality healthcare.

As a woman, mother, and women's ministry leader, I'm excited about fighting for women for things like equal pay, school safety, ending human trafficking, and support for single parent homes. We need strong communities where people know each other, talk to each other, and support each other.

As an innovative, technical leader, I'm passionate about investing in STEM and developing our infrastructure so that it makes our lives work. We need to support our farmers and the technology that builds better futures for them and food security for us all.

Most of all, I'm passionate about building a strong Kentucky for the next generation that includes everyone across all races, genders, ages, incomes, beliefs, and backgrounds - we are all Kentuckians. United we stand, divided we fall.
