Shirley Rouse is dedicated to serving the community and has a proven track record of supporting residents and neighborhoods in Hedwig during her eight years on City Council. With a focus on financial responsibility, public safety, infrastructure maintenance, and community engagement, Shirley is committed to ensuring a thriving Hedwig Village. She is a longtime resident and served on the Planning & Zoning Commission before being elected to City Council in 2017. Her leadership of the Tree Advisory Board and Streets and Drainage Committee has contributed to maintaining the city green space and our critical infrastructure.
  • Shirley is committed to responsible budgeting and improving the city's financial reserves. This provides better stability for city services and future capital projects. Budgeting responsibly helps maintain the city's low tax rate.
  • Experience matters on City Council. Shirley prioritizes neighborhoods, and keeping the residential area of the city as a key attraction to bring new families to the community. Her knowledge of the city and experience with City Council projects and public policy issues will ensure that residents' priorities are well represented in city decision-making.

- Ensuring a safe city for families: new crosswalks, police equipment and fire operational support
- Maintaining infrastructure: brought in a new engineering firm, repaved 9 streets, began storm drain pipe monitoring & cleaning program, revised a new phase 1 plan for West Side Infrastructure after three public meetings, As part of the improvement in engineering support and grant writing, the city received a $1.5 million dollar sidewalk grant through U.S. Congressional Representative Wesley Hunt's office.
Elected officials should exhibit strong ethics and excellent communication skills. Regular communications through email and social media are important for residents to know what is happening at the city and how changes might impact their interests.
When I was in seventh grade at Spring Branch Middle School, the economics teacher, Mrs. Young, recommended that we spend 20 hours volunteering locally. I chose to volunteer at the Spring Branch Memorial Library and at Hedwig Village City hall. This public service experience at a young age helped me realize how important local services are and started me on the path that has led to my service on the Hedwig Village City Council.
The Hedwig Village City Council is responsible for the following local services - police department, fire department, building planning and zoning, inspections, street and stormwater infrastructure maintenance, traffic control and garbage collection.
Financial transparency and open government are critical at the local level. In Hedwig Village, any expense over $25,000 must be confirmed by City Council in an open meeting, which allows residents to understand all of the significant spending of the city. The annual budgeting process is completed in the summer, in public meetings, and the finalized budget is posted on the city's website.
