Shirley Ybarra is a former senior transportation policy analyst at the Reason Foundation and a former Virginia state transportation secretary. Ybarra was a member of Donald Trump's presidential transition team, a group of advisors tasked with recommending presidential appointments for the incoming administration.[1]
Career
Ybarra earned a bachelor's degree in business administration and a master's degree in economics from the University of Nebraska.[2]
From 1983 to 1987, Ybarra served as a senior policy advisor and special assistant for policy to former U.S. Secretary of Transportation Elizabeth Dole. She went on to serve as Virginia's deputy secretary of transportation from 1994 to 1998, during which time she authored the state's Public-Private Transportation Act of 1995. In 1998, Ybarra was appointed the Virginia secretary of transportation, where she served until 2002.[2][3]
Following her tenure in public service, Ybarra worked as a senior transportation policy analyst at the Reason Foundation, a "nonprofit think tank advancing free minds and free markets," from 2007 to 2012. She works as the president of The Ybarra Group Ltd., a consulting firm based in Washington, D.C.[2][4][5]
Donald Trump presidential transition team, 2016-2017
Ybarra was a member of Donald Trump's presidential transition team in his first presidential term. The transition team was a group of around 100 aides, policy experts, government affairs officials, and former government officials who were tasked with vetting, interviewing, and recommending individuals for top cabinet and staff roles in Trump's administration. Ybarra was an advisor on the U.S. Department of Transportation for the transition team.[1][6]
