Single transferable voting system
A single transferable voting system is a multi-winner system in which each voter ranks the candidates on the ballot. Before the election, a quota is calculated, representing the number of votes a candidate must receive to be elected. Once a candidate hits that quota, they are considered a winner. Any votes they receive over the quota amount are then transferred to a voter's second choice. If no candidate receives a quota, the candidate with the fewest votes is eliminated, and their votes are transferred to the voter's second-choice candidate. The process continues until all seats are filled.[1][2] The system is also called proportional ranked-choice voting.[3]
