Four of seven seats on the ABC Unified School Board were up for general election on November 3, 2015. The election was held by district.[5]

Incumbent Sophia Tse faced challenger Hugo Enciso in Trustee Area 5. At the time of this election, the Los Angeles Registrar-Recorder/County Clerk did not publish school board candidate campaign finance reports online. Ballotpedia staffers requested this information, but the only free method of viewing the files was at their office.

The Los Angeles Registrar-Recorder/County Clerk targeted the end of 2018 to make school board candidate campaign finance reports available online for free. From that point forward, Ballotpedia began including campaign finance data for Los Angeles County school board candidates.[8][9][10]

The first campaign finance reporting deadline was September 24, 2015, and the second one was October 22, 2015. If candidates raised or spent more than $1,000 from a single source, including their own funds, between August 5, 2015, and November 2, 2015, they had to file a campaign finance report within 24 hours.[11]

Campaign themes

2015

Tse highlighted the following issues on her campaign website:

Each of us have a story

My story is truly the American Dream!

I came to America from Taiwan in 1977 to create a better life for my family. I quickly learned to speak and read English. In order to support my family, I worked jobs waitressing and house cleaning

Education wasn’t a priority in my family of origin because we faced challenging economic times, but I soon realized how an education would positively impact my own economic situation and quality of life.

Strong Leaders for ABC

As your board member and former board president, I advocated for the sensible spending of your tax dollars, while trying to provide a high-quality education during the most challenging economic times in District history.

In spite of the continuing financial challenges, ABCUSD continues to make measurable progress and continues to receive recognition for our academic accomplishments

If re-elected, I will...

  • Continue to provide Academic Achievement for all students.
  • Advocate for full transparency of District business and best practices.
  • Recruit, support, and retain effective professionals to achieve measurable results.
  • Continue to enhance family and community engagement.
  • Continue to ensure a safe, caring, and nurturing environment for all students.
  • Utilize proven methods to enhance the District’s Resource Management Team.
  • Enhance career technical education to align with global economic job-skill demands.
  • Continue to seek input from all community stakeholders to enhance our school district.

Education First!

I know firsthand how education can impact a person's economic situation and quality of life.

I've been a nurse and educator for more than 30 years and have devoted my life to the health and well-being of people in my community. I've raised three children in Cerritos, served on the PTSA, and was President of the ABC Unified School District Board.

America is a land where dreams come true. My life experiences, professional background, and civic involvement provide me a unique insight to continue strengthening our ABC Unified School District.

Thank you for allowing me to serve over the past four years as your representative to the ABCUSD Board of Education. I respectfully ask for your support for another term. Please vote on Tuesday, November 3rd.[13]
