Three ballot measures were certified for the November 4, 2014 ballot in the state of South Dakota. All three were approved. Two of the measures were initiated state statutes, and the third was a legislatively referred constitutional amendment.

Topics on the ballot included minimum wage, insurance and gambling.


South Dakota's 2014 legislative session ran from January 14 to March 31, 2014. Section 1 of Article XXIII of the South Dakota Constitution states that the South Dakota State Legislature can refer a proposed amendment to the state's voters through a majority vote. Two legislatively referred constitutional amendments were proposed. Only one was referred to the ballot.

Two initiated state statutes qualified for the ballot. The filing deadline for initiated state statutes and initiated constitutional amendments was November 4, 2013. An initiated amendment required 31,708 signatures to qualify for the ballot and an initiated statute required 15,854 signatures. All veto referendums had to be filed less than 60 days after the final adjournment of the legislature that passed the bill. Proponents of a veto referendum would have had to collect 15,854 signatures.

Historical facts

  • Between 1990 and 2013, an average of six measures appeared on even-numbered year ballots in South Dakota. Therefore, 2014 was a below-average year, based on the number of certified measures.
  • From 1990 to 2014, the number of measures on statewide, even-year ballots ranged from three to eleven.
  • Since 1990, 31 of 80, or 39 percent, of South Dakota ballot measures have been approved by voters; the approval rate of 100 percent in 2014 was therefore highly unusual.
  • Conversely, 49 of 80, or 61 percent, of measures have been defeated.
